Leifeng Street
Leifeng street, belonging to Wangcheng District, Changsha City, Hunan Province, is located in Wangcheng district. It is the hometown of Comrade Lei Feng and the west gate of Changsha, the capital of Hunan Province.
Leifeng Street governs five villages and two communities, with a total area of 60.2 square kilometers and a total population of 32804. It belongs to subtropical monsoon climate, with hills as the main terrain, and the forest coverage rate is about 35%. Jinzhou Avenue, Fenglin West Road, Changsha Third Ring Road, Chang Zhang expressway, Wanglei Avenue, Huangqiao Avenue, Leigao highway and leilian highway are crisscross with fish nets, so the traffic is convenient. Lei Feng middle school, the provincial key middle school, the provincial Party History Museum, Lei Feng memorial hall, the national patriotic education base, and Changsha Vocational and technical college are located among them.
In 1993, it was designated as a pilot town by the Ministry of construction during the Eighth Five Year Plan period, and in 2000, it was listed as one of the 50 key towns in Hunan Province.
Evolution of organizational system
In 2015, according to the township zoning adjustment plan of Wangcheng District, Changsha City, Hunan Province, Leifeng town and liaojiaping street were merged into an organic system to form Leifeng street.
After the peaceful liberation of Hunan Province in 1949, Anqing Township People's government was established under the jurisdiction of Wangcheng County, later renamed huanghuatang Township, and renamed Leifeng town on March 16, 1993. Since June 2008, Leifeng town in Wangcheng has entrusted Changsha high tech Industrial Development Zone to manage. The people's Congress, the Chinese people's Political Consultative Conference and the people's armed forces within the scope of Leifeng town still implement the existing management system, which is managed by Wangcheng; other party affairs, administration, economic and social affairs are all entrusted to the high tech Zone for unified management. The ID card and registered residence have been changed to Lei Feng Town, Yuelu District, Changsha since 2008.
Town planning positioning is the sub center of Changsha Zhuzhou Xiangtan, the sub center of Changsha Hexi New Town, and the core area of Changsha Daxi pilot area. The planning of "three areas" in the town is: the area south of Fenglin Road and east of Huangqiao Avenue is the business service area; the area west of Leigao Road, north of Fenglin Road, south of Jinzhou Avenue and east of Huangqiao Avenue is the industrial development area; the area west of Huangqiao Avenue is the efficient agricultural area.

In June 2008, the administrative division was adjusted. Leifeng town was entrusted by Wangcheng County to Changsha high tech Zone, which was the area where the Pilot Zone started. Leifeng town has 5 administrative villages (Leifeng village, zhenrenqiao village, pailouba village, Pingshan village, qiaotoupu Village) and 2 communities (hehuatang community, herunyuan community), with a total area of 58.75 square kilometers. Among them, there are 1738 hectares of paddy fields and 210 hectares of dry soil, and there are 217 Village (resident) groups in 7 village communities. In 2015, Leifeng town and liaojiaping town were merged into Leifeng street.
geographical environment
Leifeng town is hilly landform, the geological environment is relatively stable, less affected by earthquake, landslide, debris flow and other geological disasters. The overall terrain of the town is high in the West and low in the East, high in the north and low in the south, with alternating mountains and fields, and farmland wedged in finger shape; the terrain in the west is relatively high, mainly mountain forest land, with an altitude of 100-300 meters. The highest altitude is 317.5 meters in Wushan. The lowest point is located at the southern end of Leifeng village, which is 35.1 meters. Among them, the absolute height below 100 meters above sea level is 5384 hectares, accounting for 91.63% of the total land. 4377.38 hectares of land with slope below 25%, accounting for 74.51% of the total land. There are small alluvial plains along the Leifeng River, with loose and fertile soil and paddy fields.
Leifeng town is a subtropical continental humid monsoon climate. It is cool and wet in spring, hot and bright in summer, hot and dry in autumn, cold and humid in winter, and has four distinct seasons. The annual average temperature is 17 ℃ (extreme maximum temperature is 39 ℃, extreme minimum temperature is - 12 ℃), the annual average precipitation is 1410.8 mm, the annual average sunshine is 1610.5 hours, the frost free period is 274 days, and the active accumulated temperature of daily average temperature ≥ 10 ℃ is 5376.9 ℃. The dominant wind direction in the whole year is northwest wind, northerly wind prevails in winter and southerly wind prevails in summer.
The main water source is precipitation, there are many Shantang reservoirs, and most rivers are small water systems. In dry season, the water source is mainly supplied by shallow groundwater, while in wet season, it is mainly supplied by runoff formed by precipitation. The drinking water in rural residential areas mostly uses Quaternary pore water, the water level is close to the surface and the water quality is good. The main rivers are Leifeng River, Maqiao River, bairuo River, etc. There are Shichong reservoir, pailouba reservoir, longsitang reservoir and four small reservoirs. The total water area of the town is 317.49 hectares, accounting for 5.4% of the total area of the town.
Population nationality
The population is mainly Han nationality. At the end of 2008, the total population of Leifeng town was 29360, including 26739 agricultural population and 2621 non-agricultural population. The non-agricultural population was mainly concentrated in the town. Since 2004, the average population growth rate of Leifeng town is about 0.48%, which is lower than that of Changsha. In 2015, there were 11889 households and 35368 people in the town, including 8512 non-agricultural population, 18109 women, 8064 young people under 18 years old and 5389 elderly people over 60 years old. Among the seven villages (communities), there are four large-scale villages (communities) with a population of more than 5000 people: zhenrenqiao village, pailouba village, Pingshan village and qiaotoupu village. The existing labor force population is 17822, accounting for 60.70% of the total population, which is rich in labor resources.
Economic overview
During the period of the Republic of China, farmers used traditional farm tools such as plows, rakes and spades to cultivate masts, and most of the laborers were illiterate and semi illiterate. Although the handicraft industry formed earlier, its production tools are poor, the working conditions are poor, and the production level is limited. In the early 1950's, Wangcheng County Party committee and county government took the form of work relief, processing orders, unified purchase and exclusive sales to support the handicraft industry to resume and develop production. In the 1980s, various forms of economic responsibility system centered on household production contract were carried out in the territory. The autonomy of farmers' operation was expanded, diversified operation appeared, commodity production was developed, and the agricultural mode of coordinated development of agriculture, forestry, animal husbandry and sideline fish was formed.
In 2008, the annual per capita income was more than 6000 yuan. The second industry accounts for the largest proportion, and the third industry has also developed rapidly in recent years. In 2008, the first industry was 195.2 million yuan, the second industry was 341.65 million yuan, and the third industry was 247.5 million yuan. The ratio of the three industries was 25.1:43.5:31.4. In 2015, the total rural economic income of the whole town was 505 million yuan, and the per capita net income of farmers was 22209 yuan, with a year-on-year increase of 15%.
The enterprises in the town are mainly distributed near the town and along both sides of Changning highway; in addition, several old factories are scattered in Pingshan village. Except for Leifeng agricultural products wholesale market, most of the enterprises are mainly machinery manufacturing, electronic components, coatings, building materials, and electrical equipment, and the production units are sporadic, without scale effect. Leisure agriculture industry is mainly farmhouse and vineyard in zhenrenqiao village. It has formed scale effect and has great influence in the surrounding areas.
After years of development, the industrial development framework of the whole town has formed an industrial framework with the three industries as the core, the secondary industry as the driving force and the primary industry as the supporting service. The west of Huangqiao Avenue is the first industry layout planning to build a demonstration base of urban efficient agriculture and agricultural industrialization. Guided by the cultivation of fruits, vegetables and flower seedlings, the base develops and constructs a sightseeing agriculture demonstration park, and establishes a perfect modern agricultural system of "production processing sales" one-stop service. Zhenrenqiao village, which is already well-known, continues to cultivate and grow grapes, Hongti, strawberries and other fruits. Pailouba village carries out greenhouse vegetable cultivation, and Pingshan village plants flower seedlings. As the expansion zone of Lugu high tech Zone, the secondary industry layout planning is developed to the north of Fenglin West Road. It vigorously expands high-tech and high value-added industries such as electronics, information, equipment manufacturing, new materials, biomedicine, etc. The layout of the tertiary industry is planned at the two sides of Fenglin Road, that is, around Leifeng lake. The layout here relies on good ecological, natural and cultural conditions to form an industrial service core with commerce, R & D, trade and tourism as the main parts.

During the period of the Republic of China, there were many private schools in the territory. Several or dozens of families joined hands to hire teachers. At that time, they were called "teachers" and started from the "Three Character Classic". After liberation, heyeba complete primary school was founded in 1952, tuishan middle school was established in 1969, and heyeba complete primary school was changed into Leifeng middle school. In 1984, the county No.8 Middle School was changed into county rural secondary school. In 1990, Lei Feng middle school was renamed Lei Feng school. In 1996, the "two basics" of education reached the standard. In 1998, the county rural technical secondary school was renamed County adult technical secondary school. In 1999, it was designated as provincial model school. In 2000, it entered the ranks of national key secondary vocational schools. In 2002, there were 2 middle schools, 12 primary schools, 1275 middle school students, 1700 primary school students and 118 teaching staff in the town. The enrollment rate of school-age children is 100%, and the enrollment rate of junior high school is 98%. After merging schools in 2015, there are 6 primary schools and 1 middle school in the town. Except qiaotoupu village, all other villages have primary schools. In addition, there are Loudi Institute of technology, Changsha Vocational College, Xinhua computer school and other colleges, with more than 8000 students and 1500 staff.
