Huabao town is located in the southwest of Ningling county. The town government is 17.5 kilometers away from the county. It is adjacent to Chenglou and Zhanggong in the north, Zhecheng County in the south, Suiyang District in the East and Huanggang District in the West. It covers an area of 73 square kilometers. It has jurisdiction over 43 village committees, 98 natural villages and 62000 people.
Historical evolution
According to the historical records of Ningling County, Huabao town is called "Huabao" because there is an abandoned Yellow River (originally called Xiaohe, but later stopped flowing). People here are good at planting cotton, and they are all good at planting cotton.
In Xianfeng Period of Qing Dynasty, the village was built with soil, which was called "Huabao village". Before liberation, Huabao belonged to a district. When the Japanese invaded Huabao village in 1940, Huabao people fought a famous battle to defend Huabao under the leadership of the Eighth Route Army.
In Ming Dynasty, Huabao belonged to Xianghua Township and Qianshan Township, which were xiangqiye, Baye and Jiuye. After 1912, Huabao belonged to the southwest area and was called Huabao village. In 1941, the whole county was divided into three districts and Huabao into two districts (Zhanggong). In 1945, the county set up three districts, historical collection for the township. In February 1947, the democratic government of Ningling county was established. The county has six districts. Huabao and Xiazhai belong to one district (Huanggang District), and Shiji and Luji are three districts. In 1949, Ningling was liberated. There were five districts and one town in the county. In December 1983, the people's commune system was abolished and townships were established, with Huabao and Chuzhuang as townships. In 2005, Chuzhuang township was merged into Huabao township to become Huabao township. In order to facilitate the work, the original Huabao township is divided into Huabao west district and Chuzhuang Township into Huabao East District. So far. After liberation, Huabao people's commune was established in 1958 and changed to township in 1983. In 2005, according to the relevant national policies, Huabao Township and Chuzhuang Township were merged, collectively known as Huabao township. In March 2012, the Provincial Department of Civil Affairs approved the removal of township.
According to the national 2012-2020 master plan, Huabao town is divided into two new rural communities, East and West, with "xingfuli" as the central town in the East Central District and "Xinghua new town" as the Central Community in the west central district. Huabao town is located 15 kilometers south of Ningling County, where the traffic is convenient. Provincial Road 212 passes through the East, Provincial Road 327 turns from Zhanggong to Chuzhuang east via Huabao, and borders Suiyang district to Suiyang district. In the 1990s, the township vigorously adjusted the planting structure and developed cotton production according to the guiding opinions of the county Party committee and the county government on restoring the old cotton area in the south of the county. In 1991, the cotton planting area of the township reached 37551 mu, with a total yield of 2325 tons, 5.9 times that of 1989.
