Shangbaishi town belongs to Fu'an City, Ningde City, Fujian Province. It is located in the northeast of Fu'an City, in the west of Zherong County, adjacent to Chuping Township and Yingshan township of Zherong County in the East, Tantou town in the West and south, and Fankeng Township in the north. The maximum distance from east to west is 11.9 kilometers, and the maximum distance from north to south is 12.45 kilometers, with a total area of 74.6 square kilometers. In 2018, the population of upper Baishi town registered residence was 28141.

In ancient times, there was a stone on the river crossing nailing road in front of the village in Shangbaishi Town, which was called Baishi because of its white color. It was also named after the town's residence in Shangbaishi village. In July 1961, it was changed to Baishi district. In 1968, Shangbaishi commune was restored. In October 1984, Shangbaishi commune was transformed into a township. In July 1989, the township was transformed into a town. As of June 2020, Shangbaishi town has 1 community and 21 administrative villages.

In 2018, there were two industrial enterprises in Shangbaishi Town, including one above scale and one comprehensive store or supermarket with a business area of more than 50 square meters.
