From 1321 to 1323 (during the reign of the Yuan Dynasty), Longxi, Zhangpu and Longyan counties were located in Nansheng county. The county was governed by Jinping and Nansheng. In 1337 (the third year of the Yuan Dynasty), they moved to Jiuxian village of Xiaoxi town. In 1356 (the 16th year of the Zhizheng Dynasty), they moved to Jingcheng and renamed Nanjing County. In 1517 (the 12th year of Zhengde of Ming Dynasty), Nanjing and Zhangpu counties were located in Pinghe County, belonging to Zhangzhou Prefecture, where they were governed by hedoudayangpi (now Jiufeng town), and moved to Xiaoxi in 1949. It was peacefully liberated on September 17, 1949, belonging to Longxi district (region) and Zhangzhou city.
After the liberation on September 17, 1949, the county temporarily adopted the original system of the Republic of China. After the establishment of six districts, jurisdiction of 18 townships (towns).
In 1950, the county was divided into 9 districts and 125 townships (towns).
In July 1951, a tenth district (Shikeng) was added to some townships in the sixth and second districts.
In June 1952, the 11th district (Wenfeng) was added to some townships in the first district and the 12th district (Gaokeng) was added to some townships in the fourth district. The county has 12 districts and 132 townships (towns).
In October 1954, each district changed its name. In February of the next year, Changle district and Shikeng district were merged into Jiufeng district and Gaokeng District into Banzai district. The county has 9 districts, including shange, Xiazhai, nanshang, Banzi, anhou, Daxi, Jiufeng, Luxi and Wenfeng, with 162 townships (towns).
In the winter of 1956, Wenfeng was merged into shange and anhou into Daxi. The county has 7 districts and 110 townships (towns).
In the first half of 1958, the district was withdrawn and divided into 45 townships. In the second half of the year, the county was divided into 13 communes, including shange, Banzai, nanshang, Wuzhai, Guoqiang, anhou, Daxi, Jiufeng, Changle, Qiling, Luxi, Xiazhai and Wenfeng, with 241 production teams under its jurisdiction.
In 1962, an additional Chengguan commune was set up. There are 14 communes and 251 brigades in the county.
In 1963, Xiaoxi and Jiufeng were added. The agricultural residents, boat people, Lianxing, Gonghe and Xinqiao of Chengguan commune belong to Xiaoxi Town, which is under the jurisdiction of the county. Jiufeng town is under the jurisdiction of Jiufeng commune. There are 14 communes and 1 town in the county.
In 1969, Xiaoxi town was abolished and returned to Chengguan commune. There are 14 communes in the county.
In November 1980, Xiaoxi town was set up again. The county was restored to 14 communes and 1 town.
At the end of 1984, people's communes were changed into townships (towns). There are 2 towns of Xiaoxi and Jiufeng and 13 townships of Chengguan, shange, Banzi, nanshang, Wuzhai, Guoqiang, anhou, Daxi, Changle, Qiling, Luxi, Xiazhai and Wenfeng in the county, with a total of 7 neighborhood committees and 253 villages.
On August 14, 1987, Chengguan Township was merged into Xiaoxi town. There are 2 towns and 12 townships in the county.
On June 24, 1990, shange Township and Nansheng Township were changed into towns. By the end of the year, the county had set up 4 towns (Xiaoxi, Jiufeng, shange and nanshang), 10 townships (Wenfeng, Banzi, Wuzhai, Guoqiang, anhou, Daxi, Xiazhai, Luxi, Qiling and Changle), 10 neighborhood committees and 239 villages.
In 1997, Pinghe County covers an area of 2328.6 square kilometers and has a population of 523000. It governs 10 towns and 5 townships. The county government is located in Xiaoxi town.
