During the yuan, Ming and Qing Dynasties, the county was divided into one township (Pingxian township) and two Li (yuzhuangli and piancheng). Yuzhuangli: it governs the villages of Lutou township; piancheng governs the villages of piancheng town. In January 1940, the piancheng area broke away from the jurisdiction of Licheng county and established the Anti Japanese government of piancheng County, which consists of two districts: the South and the north. In 1942, the central district was restored to the South and North districts, and the villages were still under its jurisdiction. In March 1944, the northern district was renamed as District 1, and the Southern District was renamed as District 2. The third district of Shexian county belongs to piancheng County, which is still called the third district. At the same time, maqushui village, Changting village and wangucheng village in Wuan county are zoned to this area. There are 56 administrative villages in the county.
