Toupu town
Toubao town is located in the northeast coast of Lianjiang county, near Lufeng mountain range in the north, facing Luoyuan Bay and embracing the flat and fertile Matou plain. It has jurisdiction over 8 administrative villages and is a famous old revolutionary base area and a provincial historical and cultural town.
In 2017, the administrative area of toupu town was 2560 hectares, with a permanent population of 11095.
General situation of villages and towns
Toubao town is located on the Bank of Luoyuan Bay in the northeast of Lianjiang county, Fuzhou City, with an altitude of 10 meters and a distance of 43 kilometers from the county seat. Toubao town is the hometown of patriotic poet Zheng Sixiao in the late Song Dynasty. There was a castle built in Jiajing of Ming Dynasty. Qi Jiguang, the deputy chief of the army, once stationed here to suppress Japanese pirates. In the early Qing Dynasty, many residents were forced to move to the mainland. During the revolution of 1911 in the late Qing Dynasty, toubao was an important activity base for the revolutionaries. During the period of the Republic of China, it was one of the origins of the agrarian revolution in eastern Fujian.
From Song Dynasty to Qing Dynasty, toubao town belonged to anderi, a township of Wuxian. At the beginning of the Republic of China, it belonged to the Sixth District. In the 24th year of the Republic of China, the Baojia set up the toubao joint insurance. Gongtou township was established in the 29th year of the Republic of China. In June of the 33rd year of the Republic of China, it merged with Machi township to form Matou township. In the 35th year of the Republic of China, it was renamed suonan township.
After the founding of the people's Republic of China, it belonged to the Sixth District and was once the seat of the District Committee. After 1952, it was a district town, and in 1958 it was a Mabi people's commune. In June 1984, the commune system was abolished, and it still belongs to Mabi township. Toubao township was established from Mabi in September 1990 and changed to town system in August 1992. In 1995, the total land area of toupu town was 25.1 square kilometers, with 8 villager committees and 67 villager groups, 4560 households and 20143 people, distributed in 12 natural villages.

In June 1984, the establishment of the commune was abolished and still belonged to Mabi township.
In September 1990, toubao township was founded from Mabi.
In August 1992, it was changed to town system.

Construction division
Toubao has always been under the jurisdiction of Lianjiang county in history. Lianjiang county was founded in 282, the third year of Taikang in Jin Dynasty. Until the third year of Daye in Sui Dynasty (607), it was merged into Min county. In the sixth year of Wude in Tang Dynasty (623), Wenma county was reestablished. In the same year, it was renamed Lianjiang county. There is no research on the construction division of toubao before Tang Dynasty. In the Tang Dynasty, there were five townships in Lianjiang, with jurisdiction of 24 Li. Toubao belonged to anderi of Wuxian township. There are also two figures inside and below, which are de 1 and de 2. According to the records of Lianjiang county annals in Qianlong and Jiaqing editions of the Qing Dynasty, there are 24 villages in anderi, namely: toubao, longbing, gongtou, tianduan, toubao Banjie, jiandun, Longtou, Dongxiang, Houtian, Yuefeng temple, Jing'an Temple, lujiaxiang, Zhuangyuan Fangdou, dayxiu Fangdou, Yushi, cailingdou, yeshetou, Houxi, Wangwu, lushanxia, baiyuanlong, Tongjing, hulumen and Sandun. Except Dongxiang (today's Dongwan) and gongtou (today's Mabi town), the rest belong to toupu town. Before the Qing Dynasty, Guandu village belonged to Baoan.
At the beginning of the Republic of China, the county was divided into 19 autonomous regions (only empty shelves). Toupu belonged to matouchi autonomous region ("Ma" means Mabi, "tou" means toubao, "Chi" means chishi).
In 1928, the national government implemented the county organization law. With 5 households as neighbors, 25 households as Lu, and more than 100 households as Li, toubao is renamed anderi, and the rest of the villages are villages, with about 20 Li (villages) as a district. In the 18th year of the Republic of China, Li (Village) was changed to township or town. According to Lianjiang county government in three months compiled by Kang Han, the county magistrate of Lianjiang county in the 22nd year of the Republic of China, the county has 8 districts, 149 townships (towns) under its jurisdiction, and 397 attached townships (natural villages) under the townships. Toubao belongs to the Sixth District, which has jurisdiction over 23 townships and 22 attached townships (the number of attached townships in brackets below). Today, there are Nanjing township (1), Xi'an township (1), Shangren Township, Shangde Township, Shangyi Township and Guandu township (1).
In August of the 24th year of the Republic of China, all the Soviet areas established during the land revolution in Lianjiang were lost. The Central Military Commission of the Kuomintang ordered Nanchang to strengthen the Baojia system. The Fujian provincial government immediately promulgated the detailed rules for the implementation of the measures for the establishment of district offices in counties of Fujian Province. Lianjiang county was listed as a key "bandit suppression" county. The first batch of Baojia was compiled in October of the same year. There are 3 district offices in the county, including 55 joint guarantees (adjusted to 40 joint guarantees), 487 guarantees and 4891 armour. Toubao is organized as a joint insurance, with 7-8 insurances under the jurisdiction of the Third District Department.
In the 29th year of the Republic of China, Fujian implemented the so-called "new county system", abolished the joint insurance system and reorganized it into a township office. The former Office of the chief insurance officer has also been changed into the office of the chief insurance officer. There are 31 townships (including toubao, gongtou, etc.) in the county, which are under the jurisdiction of 12 townships, namely: toubao Dongbao, toubao Xibao, toubao Nanbao, toubao Beibao, longbing Bao, Lingtang Bao, Longtou Bao, jiandunbao, Guandu Bao, gongtou Bao, Bantang Bao and Dongwan Bao.
In April of the Republic of China, dongwanbao and bantangbao belonged to Machi township. Gongtou township has 10 baos and 115 Jias.
In the 33rd year of the Republic of China, due to the Japanese invasion army's second capture of Lianjiang, the county's financial situation was tight, the district office was abolished, and the towns were reduced. Only 15 townships (towns) were set up in the county (Gan Tang and Xi'an were still under occupation). Gongtou Township and Machi Township were merged into matuo township.
After the victory of the Anti Japanese War, Baojia county was reexamined and reorganized. At the beginning of the 35th year of the Republic of China, Baojia county had 18 townships. Matou township was changed to suonan township. Until the liberation of Lianjiang in 1949. According to Lianjiang county government's "household registration form" in May of the Republic of China, suonan Township governs 13 baos, 169A, 4873 households and 18741 people. In toubao, there are five baos: hengxibao, 14jia, 357 households and 1457 people; the baos are located in toubao, matotou, Sizhou baos, 14jia, 353 households and 1510 people; longbing baos, 12jia, 314 households and 1147 people; toubao palace, Guandu Baoguo, 15jia, 388 households and 1478 people; Dongcun (including Guandu, Lixi, Dongwan, Wantou, zhongtouao, Dazao, Houqu, etc.); gongtou Bao, 21a, 541 households, 2199 people, set jiandun (including jiandun, gongtou, tianqiang, shangao, jiaodui, etc.).
On August 16, 1949, Lianjiang was liberated. In September, it announced the establishment of six districts, under which the original Baojia was temporarily retained. The original suonan Township and its subordinate districts were changed to the Sixth District. The district was initially set up with Guanban, and then moved to Mabi. In March 1950, the grass-roots township government was established in batches and Baojia was abolished. By the end of the same year, the county had eight districts and 81 townships. Toubao township was set up in the Sixth District (Mabi was set up by the district government office, toubao was once the resident of the District Committee). In April 1952, toubao township was changed into toubao town (district town). In the Sixth District, Guandu Township and jiandun Township were added.
In September 1955, the whole county adjusted its division. The district number was cancelled and named after the name of the residence. The original Sixth District was changed to Mabi district. In March 1956, jiandun Township and Guandu Township were abolished, and toubao was still a town of Mabi district.
In July 1958, the district system was abolished, and 71 townships (towns) in the county were merged to form 16 townships and 2 counties directly under the central government. Toubao town was changed into township (village level township) and still belongs to Mabi township (section level township). In September of the same year, 17 people's communes were set up in villages and towns in the county, and the integration of government and society was implemented. Mabi township was abolished and Yuejin people's commune was established (soon changed to Mabi people's commune). It has 10 brigades, including toubao brigade and jiandun brigade. Since then, the commune team system has changed many times. After June 1961, it basically stabilized. Mabi commune has a total of 23 brigade management committees, of which 8 are now in toubao until early 1984.
In June 1984, through universal suffrage, 18 Township People's governments were established in accordance with the law, and the 26 year old system of people's commune government society integration was abolished. The Mabi people's commune was subsequently abolished and the Mabi Township People's government was established. The Management Committee of the former brigade was changed to the villagers' committee, and the former production team was changed to the village group.
On September 20, 1990, from Mabi Township, eight villagers' committees were divided into Ximen, Beijie, Nanjie, Longtou, Tangli, longbing, Guandu and jiandun, and a new toubao Township People's Government (section level) was established. On August 29, 1992, it was changed into town system. By 2000, toupu town still had 8 villagers' committees and 141 villagers' groups.
Resident population
Toubao is close to the mountain and faces the sea. The land is fertile. As early as 3000 years ago, some residents lived on this land. In 1987, when the cultural departments of Fuzhou City and Lianjiang county carried out the general survey of ground cultural relics in the whole county, they discovered and collected the fragments of printed ceramics and other historical cultural relics in menmenulun and wanyaoping of toubao Guandu village. After preliminary identification, they were the products of bronze ware (Shang and Zhou dynasties). These are the traces of the ancient Minyue people's hard work in this area. After the Han and Jin Dynasties, especially after the Tang Dynasty, the Minyue people were gradually assimilated by the Han people as the Han people in the Central Plains moved southward one after another. The Jing'an Temple, built in the Southern Dynasties, is an important symbol of the southward movement of Buddhist culture in the Central Plains. According to the preliminary survey in 1994, there are 19965 residents living in toubao, belonging to 37 ethnic surnames. Among them, 18 surnames hold 28 genealogies. Almost all the ancestors recorded in the genealogy were immigrants from Henan, Hebei, Jiangsu and other Central Plains. There are seven surnames of Huang, Lin, Wang, Yang, Liu, Chen and Zheng with an annual population of more than 900. These seven surnames all came to Fujian around the Tang Dynasty. They moved around and lived in toubao. A considerable number of their descendants also moved to all parts of the country and even all over the world.
