Luocheng town

Luocheng town (English Name: loacitadeltown) is a small town under the jurisdiction of Hui'an County, Quanzhou City, Fujian Province, the people's Republic of China. It is located between 25 ° 2'22.79 ″ N and 118 ° 48'1.81 ″ e. it is located in the central area of Hui'an County, Fujian Province, on the west coast of the Taiwan Strait. There are 11 community neighborhood committees and 3 administrative village committees.

Luocheng town is the administrative base of the people's government at the county level of Hui'an County, Fujian Province, the people's Republic of China. It is also the political, economic, transportation and cultural exchange center of Hui'an County, one of the core areas of the sub central city of Quanzhou, and one of the 11 pilot towns in Fujian Province.

In 2017, the administrative area was 2750 hectares, with 107074 permanent residents. In October 2019, Luocheng town was selected as one of the "Top 1000 towns with comprehensive strength in China in 2019".

Luocheng town is located in the middle and north of Hui'an County in Fujian Province, adjacent to Wangchuan town and Quangang District in the north, Luoyang Town and Luoxiu group in the south, Zishan town in the west, Wangchuan Town, Luoyang Town and tuzhai town in the East. It belongs to subtropical marine monsoon climate.

Luocheng has abundant sunshine and rainfall all year round. National Highway 324, Shenhai Expressway and Fuzhou Xiamen high-speed railway run through the whole area. The roads in the area extend in all directions, with convenient transportation and superior geographical location. It is an important central hinterland for the construction of Huian Petrochemical port city and an important sub central city for the construction of the Economic Zone on the west side of the Straits.

The origin of place names

When Luocheng was built, it was backed to the northwest and faced to the southeast. In the west, from south to north, it was surrounded by Lianhua Mountain, volcano, Keshan mountain, Luoshan mountain, Daping mountain, Yueshan mountain, Panshan mountain and other peaks. Luoshan mountain was negative for the city, and the shape of the city was like "Luoshi spitting meat", so it was called Luocheng, or "Luocheng" for short.

In 981 (the sixth year of the Taiping reign of the Song Dynasty), when 16 li of Dongxiang township of Jinjiang county was set up as Hui'an County, the county government was set up here. In 1552 (the thirty first year of Jiajing reign of Ming Dynasty), the city wall was built to defend against Japanese invaders and was completed the next year. In 1939 (the 28th year of the Republic of China), in order to facilitate the evacuation of the masses during the Japanese bombing, the city wall was completely demolished. In 1940 (the 29th year of the Republic of China), Chengcheng town was set up. In 1946 (the 35th year of the Republic of China), Luocheng town was changed. In addition to 10 Baocheng towns, it also had 18 Baocheng towns in Wangchuan and Luoyang.

Huian County was liberated on August 23, 1949. In September, the people's Government of Huian County set up the first district office, which has jurisdiction over 30 townships (equivalent to the current village committee). In addition to the 10 guarantees in the city, it also has jurisdiction over all Wangchuan, northwest huangtang, and some natural villages in Dongling and tuzhai. When the division was adjusted in June 1951, suburban areas were designated, with 8 streets in the city and 11 townships in Dongguan, Beiguan and xinxiaji. In June 1952, the administrative division was adjusted comprehensively, and one district was still set up, which governed four streets in the city and Dongguan and Beiguan, and then divided into six townships in the southern suburbs, with a total of 12 townships; in August, Fengqi, Shishan, Qiantang and other three townships were divided into two districts, qiongtian was divided into fourteen districts, and one district governed four streets in the city and Dongguan, Beiguan, Xiadong, Xiaguang, Xinxia and other suburban townships, with a total of 9 streets and townships.

In January 1954, the provincial government agreed to set up a District People's government as a first-class political power; in December, the city added East Street and new street, which had jurisdiction over 11 streets and townships. In October 1955, the administrative division was adjusted again. Xiaguang and Xinxia in the suburbs were assigned to huangtang, and Xiadong to Wangchuan. One district only governs five streets in the city, with neighborhood committees. In 1958, the district was withdrawn and the township was merged, and Chengguan town was established. In September, the people's commune was merged with Fengqi township to form Hongqi people's commune, which divided the seven high-level communes into 28 production teams and 205 production teams (without management area), covering today's Luoyang Town. In 1961, the Hongqi people's commune was changed into Chengguan people's commune, with 5 streets, 29 production teams and 144 production teams under its jurisdiction. In 1962, Chengguan town was reestablished, under the jurisdiction of three neighborhood committees and two brigades in Dongguan and Beiguan. The remaining 29 brigades in rural areas still belong to Chengguan people's commune.

In 1981, Chengguan town was renamed Luocheng town. In January 1985, Luocheng Town People's government was established, with five residents committees under its jurisdiction. In December 1989, it has jurisdiction over 5 streets and 224 natural villages (Xiang and PU). From 1997 to 2003, Xinxia, Xiadong, Xiazhang, Xiayuan, Nanzhou and Qianxing moved from village to residence one after another. From 2003 to 2004, each neighborhood committee has withdrawn the neighborhood committee. In 2005, the town has jurisdiction over 11 communities and 3 villages.
