Fujian Jianning economic development zone is located in the north of Jianning county. It covers a total planning area of 15.27 square kilometers, ranging from tahia to Dutou, along both sides of Suixi River, from Dutou reservoir in the north, to tahia in the south, to hanpoling in the West and to Hanjiayuan in the East.
The development zone is bounded by Suixi, provincial highway 205 and the planned Shaowu Jianning Guangchang expressway, which is divided into six professional groups according to different functional areas. The planning area is 81.5 hectares of tahia paper making professional group; 73.9 hectares of zhujiajing food and biomedicine professional group; 376.81 hectares of Qutan modern logistics and living area professional group; 156.81 hectares of Dutou mechanical casting professional group; 167.82 hectares of Doucheng biomass energy and comprehensive processing industry group; 18.5 hectares of Qutan modern logistics and living area professional group 65 hectares of Hanjiayuan light industry group.
Brief introduction
The construction of Fujian Jianning economic development zone is divided into the start-up period and the long-term control period. The start-up period covers an area of 4.07 square kilometers. From 2007 to 2015, three professional groups including tahia, zhujiajing and Doucheng will be built. The long-term control period covers an area of 11.2 square kilometers. From 2016 to 2020, three professional groups including Qutan, Hanjiayuan and Dutou will be built.
The development and construction of Jianning Economic Development Zone has six advantages
The first is convenient transportation. Jianning economic development zone is located in the north of Jianning County, separated by a river from the county. Provincial highway 205 passes through the development zone from north to south, forming an industrial axis connecting the county. The Jianning railway station of Xiang Pu railway under construction is 5km away from the development zone. At the same time, Jiantai Expressway also passes through the north of the Development Zone, and the interchange is located in the northwest of the development zone. The transportation advantages of the development zone are increasingly prominent.
The second is the advantage of land. The land developed in the development zone is flat, mainly mountainous, and occupies less farmland.
Third, it is rich in water resources. The development zone is located on both sides of Suixi River, which is rich in water resources and convenient for enterprises to use water for production.
The fourth is the power advantage. The development zone has one 110kV substation, which can meet the power demand of enterprise development.
The fifth is the advantage of labor force. Jianning can provide more than 20000 labor services, and Nanfeng and Guangchang, which are adjacent to our county, can provide tens of thousands of labor services.
Sixth, the supporting facilities are perfect. A landfill with a daily treatment capacity of 15000 tons of waste has been built and put into use. The sewage treatment plant designed to treat 10000 tons of sewage per day in the near future and 50000 tons per day in the long term is under construction. At the same time, the road, water and electricity, pipe network, greening and other supporting construction of the development zone are also improving.
In recent years, the Party committee and government of Jianning County, considering the long-term planning of the industrial development of our county, have taken the efforts of the whole county to develop and construct the development zone. Up to now, the development zone has completed the investment of 200 million yuan, the land acquisition of more than 4000 mu, the construction of standard factory buildings of 40000 square meters, staff apartment buildings of 20000 square meters, and the supporting construction of enterprise service complex building of 4200 square meters. The development zone has formed a certain industrial base, with 29 enterprises entering the park, with an annual output value of more than 1 billion yuan.
Industrial orientation of the Development Zone: the development zone is distributed in clusters, with secondary industry as the main industry. Key development: paper industry, special food processing, comprehensive bamboo and wood processing, non-metallic mineral building materials, biomass energy processing and biomedical engineering. Restricted development: industries with low technology content, high pollution and high energy consumption.

Land preference
The development zone provides "five connections and one leveling" of mature land, and investors can choose the land in the planned functional area according to the order of investment. According to the investment quota, if the fixed asset investment of domestic funded projects is more than 5 million yuan but less than 10 million yuan, the starting price of bidding, auction and listing is 56000 yuan per mu; if the fixed asset investment of domestic funded projects is 10-30 million yuan, it is 48000 yuan per mu; if the fixed asset investment of domestic funded projects is more than 30 million yuan, it is 40000 yuan per mu The initial price of bidding, auction and listing is 56000 yuan per mu if the fixed assets investment is more than 1 million US dollars and less than 2 million US dollars, 48000 yuan per mu if the project investment is 2-5 million US dollars, and 40000 yuan per mu if the project fixed assets investment is more than 5 million US dollars. The land service life is 50 years, and the land, factory buildings and living facilities can be sold according to law after obtaining the property right certificate Transfer or mortgage lease (the nature of industrial land remains unchanged after transfer).
Project construction period requirements: projects with fixed assets investment of 1 million US dollars or less than 10 million yuan shall be completed and put into operation within one year; projects with fixed assets investment of more than 1 million US dollars or more than 15 million yuan shall be completed and put into operation within two years. The project investment intensity and the control index of land use planning shall be implemented in accordance with the provisions of Minzheng No.4 document and mingtzz No.199 document.
The newly approved enterprises in the Development Zone (the newly established enterprises after the release of the documents) can implement land bidding, auction, listing and delisting first, and then pay the land transfer fee by stages, but the proportion of the first payment shall not be less than 50% of the land delisting price, and the remaining transfer fee shall be paid within 6 months.
Investment owners or enterprises can purchase the state-owned land in the Development Zone, build general plant according to the park planning requirements, attract investment or lease the plant to investors, but the land transfer price is not less than 40000 yuan per mu, and the land transfer fee can be paid in installments.
Tax preference
In order to encourage enterprises to use land intensively and support the development of high tax enterprises, within five years after the newly established enterprises in Jianning Economic Development Zone (referring to the newly established enterprises after the release of documents, excluding the relocation of local enterprises into the park) are officially put into operation, the county-level tax generated by each mu of the actual land used by enterprises (based on the land transfer area) is taken as the base, and the part exceeding the base is the first to the second In the third year, 60% of the county-level financial revenue will be obtained, and in the fourth to fifth years, 40% of the county-level financial revenue will be obtained. Enterprises will be rewarded through the county enterprise development fund for enterprise development. However, the total amount of return shall not exceed 80% of the total amount of land transfer delisting price.
Other benefits
We should guide and encourage the development of high-tech industries in the development zones. The county's industrial development funds mainly support the high-tech projects independently developed or jointly developed by the enterprises in the development zone. The county government shall give special support and reward to the projects of high and new technology or major productive nature identified by relevant departments.
For the owner of a productive project with a one-time fixed assets investment of more than 5 million yuan, the county government shall issue a business card and enjoy the relevant preferential policies. The business card shall be implemented for one year.
