Shuangfeng Economic Development Zone

Shuangfeng Economic Development Zone, founded in 1993, is the leader of Changfeng county economy and an important part of the northern group of Hefei "1331" spatial development strategy. With a total area of 33 square kilometers, the administrative region has jurisdiction over ten communities with a permanent population of about 300000. General situation of the park

Shuangfeng development zone is located in May 1993 with the approval of Hefei municipal government. It is between the North 2nd Ring Road and the North 3rd Ring Road of Hefei. It is a provincial Development Zone in Anhui Province. The development zone has formed four pillar industries: Yili dairy as the representative of food and agricultural products processing industry, Honglu steel structure as the representative of modern building materials industry, Taiwan SHANGZHAN mold as the representative of auto parts and machinery processing industry, Rongshida Group as the representative of household appliances and supporting industries. With the increase of investment attraction, the development zone has shown a good momentum of rapid development, and the number of enterprises entering the zone has gradually increased, and merchants from all over the world are competing to invest and develop here. The project is built to the south of Jinhua Avenue, the east of Huainan railway line and the west of Banqiao River. Nine roads, including the south section of Fenglin Road, are built, with a total length of 14860 meters. There are two Fenglin bridges and Jinhua bridges, and two sewage pumping stations. In the first phase, Jintai Road, Zhiye Road, Jinning Road (Mengcheng North Road Fengchao Road), P line and yangdaying sewage pump station will be implemented; in the second phase, the southern section of Fenglin Road (Jinlong Road Banqiao River), the southern section of Fengxia Road (Jinlong Road Jinrong Road), Jinlong Road, Jinrong Road, Fenglin bridge, Jinhua bridge and meichongyu sewage pump station will be implemented; in the third phase, Fengdan road will be implemented.

The total investment is about 203.9 million yuan, including road subgrade engineering, pipeline engineering, motorized and non motorized lane, sidewalk, greening, lighting, water supply and drainage, 10kV power supply line, bridge body, pavement, sewage pump station, equipment installation, outlet pipeline and other infrastructure. Among them, 53.18 million yuan was invested in the first phase, 110.18 million yuan in the second phase and 40.54 million yuan in the third phase.

After the construction of the project area, the overall investment and development can be carried out. It is estimated that about 4000 mu of industrial land will be transferred, the revenue from land transfer will be 200 million yuan, and the new profits and taxes will be 500 million yuan / year. Park facilities

Shuangfeng development zone was upgraded to provincial Development Zone in 2005, and was approved as provincial high tech Industrial Park in 2006. The planned area is 19.19 square kilometers, the built-up area is 9.3 square kilometers, and the accumulated investment in municipal facilities is nearly 300 million yuan. Two expressways, seven main roads, six secondary roads and one branch road have been built, with a total length of 42.5km. The main roads and branch roads are interconnected, and the road network of the park is basically formed. Laying 35.8 km of main water supply pipeline, 57.5 km of drainage pipeline and 42.3 km of sewage pipeline, building a 110kV substation, erecting 44.8 km of 10kV power supply line and leveling about 8000 mu of land. In addition to 1700 mu in the east area, the built-up area has initially realized "six connections and one leveling" of water supply, power supply, roads, sewage discharge, telecommunications, cable TV and land leveling, but the problems of gas supply and heating in the park need to be solved urgently.

A total of 262 projects have been introduced into the Development Zone, with an agreed investment of 9.1 billion yuan. 171 projects have been completed, 61 enterprises under construction, and an investment of 5.1 billion yuan has been completed. A number of large enterprises, such as Honglu group, Rongshida Sixth Industrial Park, Yili dairy, Qianxihe food, Erdos cashmere, have settled down in succession, initially forming leading industries such as manufacturing and processing, new building materials, packaging and printing, and food processing.

Park Services

Shuangfeng development management committee is an agency of Changfeng County People's government. On behalf of the county government, Shuangfeng Development Management Committee exercises unified leadership and management over economic and administrative affairs within its jurisdiction. The Management Committee of Shuangfeng Development Zone shall perform the following duties and exercise corresponding authority:

（5） To be responsible for the preparation and revision of the overall plan of the whole district; to be responsible for the preparation of infrastructure plan and the implementation of infrastructure construction; to be responsible for the design scheme, bidding scheme and quality control of infrastructure construction in the park; to be responsible for the management of environmental protection; to be responsible for the approval of project planning and the handling of "one book, three certificates", the management of rural housing, the demolition of illegal construction and the creation of city appearance .

（8） To be responsible for the investment and financing of infrastructure in the whole region; to be responsible for the construction of resettlement and recovery buildings in the whole region.

（10） Exercise other functions and powers authorized by the government at a higher level.

Base introduction

Food base

The overall planning area of the food industrial park is 1000 mu. The first phase of Hefei Shuangfeng food industry standardization plant project (phase I of 1000 mu) covers an area of 257.6 mu, with a planned total investment of 387.38 million yuan and a total construction area of 281801 square meters. Small and medium-sized food processing enterprises can settle in the standardization plant for production. The project is divided into three phases. The first phase will be completed and put into operation in 2009 and will be completed in 2010 The third phase of the project will be completed and put into operation.

The project approval, planning and other procedures have been completed, and water, electricity, natural gas and other infrastructure are under construction. At present, the construction drawing design is in progress.
