Historical evolution
In 1949, the three townships were Xinxiao, Chiling and geqi. In 1956, the three townships were merged into Xinxiao township. In 1958, it belonged to Xinxiao commune, which was called Xinxiao management area. In 1961, Huangcun commune was established, and in 1984, it was changed into Huangcun township. In 1997, it covers an area of 61.3 square kilometers and has a population of 8000. It governs 10 administrative villages, including Huangcun, huangnidun, Gejia, moshikeng, Linggen, Helong, Xiazheng, SHANGZHENG, Chiling and Tiantang.
At the end of 2005, Huangcun township was connected with yanniao Township in the East, Shuqiao Township in Zijin street and Qingtian in the south, Yanquan street and Shuanghuang Township in the west, and Jinyun County in the north. The population of each village: 475 in Huangkeng, 357 in liuxitang, 796 in Yanxi, 389 in Lichun, 354 in Xialu, 745 in jinniao, 344 in wuchu, 512 in zaokeng and 146 in huangcaoyou. In 2006, yanniao township was abolished and merged into Huangcun township.

Kangzhuang project construction
in September 2005, the pavement hardening projects of two 5.9 highways from Huangcun to Linggen and from Huangcun to moshikeng with an investment of 1.4 million Yuan passed the acceptance; the Kangzhuang project of SHANGZHENG village and Xiazheng village with an investment of 1.51 million yuan and a mileage of 7.3 km completed the subgrade construction and the pavement hardening completed 26% of the engineering quantity; the Kangzhuang project of Tiantang village with an investment of 1.09 million yuan and a mileage of 10.1 km completed 60% of the engineering quantity.
