Bailu town
Bailu town (formerly belonging to Anton County of Huai'an prefecture), a town under the jurisdiction of Guannan County, Jiangsu Province, is named after bailugou, where the town government is located. It is a cross radiation area of Huaihai economic circle, East Longhai economic belt and Yangtze River Delta economic circle.
Bailu town is located in the north of the prosperous Yangtze River Delta, in the southeast of Guannan county. It is adjacent to Xiangshui town and Xiaojian town of Xiangshui County in the East, Shihu town of Lianshui County in the south, Huangwei town of Xiangshui County in the southeast, Xinji Town of Guannan County in the west, and sankou town of Guannan County in the north. It is an important water town in the golden triangle between Guannan, Lianshui and Xiangshui.
Bailu town has a long history and experienced many vicissitudes. Before 1958, it belonged to Lianshui County (Anton county). Since the Ming Dynasty, it has been a key town in Northern Jiangsu Province. It has been full of traffic, merchants and outstanding people. It has convenient land and water transportation. Yifan River and Tangxiang river run through the whole territory and reach the sea. It passes through provincial highway 327 and provincial highway 326, and connects with national highway 204 and Ninglian Expressway respectively At the intersection, Guannan station of Lianzhen railway and Xiangshui station of Qingyan railway can reach Shanghai, Nanjing, Beijing, Suzhou, Changzhou, Qingdao, Hangzhou and other cities within half an hour.
As of December 2019, Bailu town has a total area of 105.16 square kilometers, 66167 mu of arable land, 24 administrative villages, 258 villager groups and a total population of 58948. It has been awarded the honorary titles of civilized Township in Lianyungang City, excellent township for agriculture, rural areas and farmers in Jiangsu Province, and demonstration township for upgrading rural roads in Jiangsu Province.
Bailu town is a typical water town, a land of fish and rice, as well as a well-known "poplar town" and a production base of high-quality cotton, japonica rice and organic shallow water lotus. It has a good agricultural foundation, complete industrial and commercial categories, convenient transportation, posts and telecommunications, and excellent living environment. "Bailian" brand shallow water lotus root is well-known at home and abroad. Because of its unique technology, Bailu brand taochang and Xiaoyao brand Rouyuan, which are good in food, aroma and taste, were once the tribute of Qianlong emperor of Qing Dynasty, and were well-known for thousands of miles.
Historical evolution
Bailu was a vast ocean in ancient times. Later, when the sea water receded, it was a saline land. Over time, the brine pounded into a ditch. Because there was a big ditch in the north and south, the one in the South was called Nanlu ditch, so the one in the North was called Beilu ditch.
Ancient times
In the spring and Autumn period, it belonged to the state of Lu, and in the Warring States period, it belonged to the state of Chu.
In 221 BC, the first emperor of Qin unified China and implemented the system of prefectures and counties, which was subordinate to Qu county.
In 101 BC, Emperor Wu of the Han Dynasty granted Li Guangli the title of Marquis of the west of the sea, which is located near the park of the west of the sea in Xin'an town. The territory belongs to the Marquis of the west of the sea.
In 90 B.C., Li Guangli surrendered to Xiongnu. Emperor Wu of Han Dynasty was furious and abolished the Marquis state of Haixi, which was changed into Haixi county and belonged to Guangling county.
From the Eastern Han Dynasty, the Three Kingdoms period to the Western Jin Dynasty, the subordination within the territory remained unchanged.
In the period of Sixteen States in the Eastern Jin Dynasty, Haixi county was abolished and subordinate to Qu county.
In the northern and Southern Dynasties, most of the territory belonged to the Southern Dynasties; in the early period, it still belonged to Qu county, which successively belonged to the three dynasties of Southern Dynasties, namely Liu Song, Nan Qi and Nan Liang.
In the later period of the southern and Northern Dynasties, that is, 577 A.D. (the first year of Chengguang of the Northern Qi Dynasty), the territory of the Northern Qi Dynasty expanded to the south, and the southern Chen retreated to the south of the Yangtze River. The Northern Qi Dynasty occupied all the areas in the northern part of the Yangtze River in the Southern Dynasty and transformed into Qushan county. From the Northern Qi Dynasty to the Northern Song Dynasty, the territory was subordinate to Qushan county.
In the third year of JINGDING (1262) of the Southern Song Dynasty, Lianshui County (now Jiangsu Province) was established by the army, and its territory was divided into Lianshui County.
In the 12th year of Yuan Dynasty (1275 AD), Anton state was attached to the county, and the military village of maloushan was used as Shanyang County. Shandong Road, Huai'an road. In the 26th year of Zhizheng reign (1366 AD), it was attached to Zhu Yuanzhang.
In 1369, following the provincial system of the Yuan Dynasty, Anton Prefecture was demoted to Anton County, and the territory belongs to Anton County of Huai'an Prefecture in nanzhili province.
In 1645, the territory belonged to Anton County, Huai'an Prefecture, Jiangning Prefecture.
In 1662, the first year of the reign of Emperor Kangxi of the Qing Dynasty, Chang Cheng declared that he was a provincial governor, and Jiangnan Cheng declared that he was a provincial governor. At the same time, he divided Jiangnan province into "Jiangnan right" and "Jiangnan left". Anton County of Huai'an Prefecture was subordinate to Jiangnan right province.
In 1667, the right province of Jiangnan was renamed Jiangsu Province, which belonged to Anton County, Huai'an Prefecture, Jiangsu Province. Later, an Anton county magistrate thought that the name of "Beilu" was indecent, so he changed it to "bailugou" with its homonym, which has been used up to now.
Modern times
In 1914, Anton county was renamed Lianshui County, and bailugou was subordinate to Lianshui County.
In 1928, the national government implemented the district and township system, and bailugou was changed into Bailu Township, belonging to the Fourth District of Lianshui County.
On January 24, 1941, Lianshui County was divided into two counties by taking Yanhe River as the boundary. The west of Yanhe River was still called Lianshui County, and the east of Yanhe River was called Liandong county. Liandong county was classified as Yanfu District, and Bailu district was also named Liandong county.
In 1945, Bailu belonged to Bailu District of Liandong county.
Modern times
On June 18, 1950, Lianshui County and Liandong County merged, still called Lianshui County, and Bailu district was under the jurisdiction of Lianshui County.
In December 1957, Bailu district was abolished and the original jurisdiction area was merged into Bailu and Huayuan townships. With Yifan River as the boundary, Bailu Township belonged to the East and Huayuan township to the West;
On March 1, 1958, with the approval of the State Council, the south of Xinyi River in Guanyun county and the north of Lianshui County were designated and established as Guannan County, and Bailu township was designated as Guannan county.
On August 29, 1958, the people's commune movement began, and the government and society were integrated into one. Bailu people's commune was established in the former Bailu township.
In 1965, 10 brigades were set up from Bailu people's commune, one from sankou commune, and a total of 8 brigades were set up. Xiaoyao people's commune was located in Xiaoyao street, and Xiaoyao was separated from Bailu.
In October 1983, Bailu people's Commune and Xiaoyao people's commune were abolished. Xiaoyao township was established in the north and Bailu township was established in the south.
In 1987, Bailu township was renamed Bailu town.
On April 5, 2005, the former Xiaoyao Township and Bailu town were abolished and merged to establish a new Bailu town.

In 1945, Bailu town belonged to Bailu District of Liandong County, under the jurisdiction of seven townships: Yangqiao, Danan, Guanzhuang, touzhuang, feng'an, Xianglian and Bailu.
In 1956, Bailu district was abolished and 14 townships under its jurisdiction were merged into 8 townships, including Bailu, Huayuan, Xianglian, Danan, Yongliu, Qingquan, Guanzhuang and Zhangxi.
In 1958, Bailu people's commune was established, with 24 administrative villages under its jurisdiction, namely Xianglian, Fengan, Dayao, Chuanxin, Nanfang, Shaowei, Jiangzhuang, Shijian, Guanzhuang, Songzhuang, touzhuang, Xiangwei, Wuzhuang, Shangzhuang, Caoshe, Bailu, zhoupeng, Xiaopu, Xinmin, huwan, Gaoliang, Yixin, penyao and Danan.
In January 1966, Xianglian, zhougou, Qudong, Quxi, Xiaoyao, Dayao, Chuanxin, Nanfang, Yangluo, Shaowei 10 brigades and Gaogang, a total of 11 brigades of three communes, were set up as Xiaoyao people's commune.
In 1981, Bailu countryside governed Bailu, Shangzhuang, Wuzhuang, Caoshe, Xiangwei, touzhuang, Songzhuang, Yantang, Yangtang, Yangqiao, zhoupeng, Jiqiao, Gaohu, penyao, Danan and Qiaodong.
On April 5, 2005, according to the spirit of relevant documents, Guannan County merged Xiaoyao, fangwan, zhougou, Qudong, Quxi, Gaogang, Xianglian, Nanfang, Yangluo, Shaowei, Chuanxin and Dayao in Xiaoyao Township with Bailu, Shangzhuang, Wuzhuang, Caoshe, Xiangwei, touzhuang, Songzhuang, Yantang, Yangtang, Yangqiao, zhoupeng, Jiqiao, Gaohu, penyao, Qiaodong, Danan and Guanwang in Bailu town Bailu Town, the town government in Bailu village.
Later, villages in Bailu town were merged, zhougou and Xianglian merged into Zhouxiang village, Dayao and Chuanxin merged into Daxin village, fangwan and Xiaoyao merged into yaowan village. After the adjustment of administrative divisions, Bailu town has an administrative area of 105.16 square kilometers (2017), a population of 58948 people (2017), and has jurisdiction over 24 village committees.

Funny legend
In the early days of Bailu, it was called "Bailu". There is also a beautiful legend about white bittern. It is said that a long time ago, it was a green field out of sight. Later, Erlang God fled to his hometown guanhekou with salt, a gift of Poseidon stolen from the West. On the way, he was found by the monkey king, and they fought for the salt bag. Erlang God grabs the salt bag in one hand and parries in the other. When he reaches Bailu Town, Erlang God is hit with a stick by monkey king, and the salt in the bag is completely scattered. All of a sudden, the field became a vast expanse of salty land. The crops were salted to death, and the villagers were crying for hunger. Every spring, they had to dig wild vegetables and peel bark to satisfy their hunger. On this day, an old man with white beard came from guanhekou. He sighed to the people with white bittern: "it's a pity that the world is useless. Silver is everywhere and people are hungry." Then he scraped up the alkaline frost soil on the ground, put it in a rectangular pool and filled it with water. After sedimentation, he put the salt water in the pool in a pot and boiled it. After a while, he fried the white salt. Then people took it to the market in exchange for rice and daily necessities. Later, the local people learned from the old man Bai Hu, and life got better day by day. In order to thank the old man, people came to ask his name. The old man said his surname was Bai Ming Lu, and then he turned into a cloud of white smoke and floated away toward the northeast. Later, people called this place "Bailu". Because "Bailu" and "Bailu" are homophonic, and Bailu means auspicious, people gradually began to call this place "Bailu"
