Haifu town

Haifutown, a town under the jurisdiction of Qidong City, Nantong City, Jiangsu Province, is located in the north of Qidong City, Jiangsu Province. It has 17 village committees, including Jiming village, Junli village, Funan village, Tangfang village, Qinghu village, Banchang village, kenmu village, Beigu village, Xingyi village, Jialu village, Binhai village, Wuwei village, Miaoji village, Sidi village, Sanwei village, Taohong village, Antong village, and Haifu village. Haifu town covers an area of 73.8 square kilometers and has a permanent population of 51082 (2017).

General situation of the town

Haifu town belongs to Qidong City, Nantong City, Jiangsu Province. It is located in the middle of Qidong City. It is connected with lvsigang town in the north and 23 kilometers away from Huilong town in the south. It covers an area of 73.8 square kilometers, with 61845 mu of arable land and 51082 permanent residents (2017). Su 211 line runs through the whole territory. There are haozhigang River, touxinggang River and other rivers in the territory, so the traffic is convenient. In 1999, Haifu town was designated as a key provincial central town by Jiangsu provincial government. In 2016, the GDP was 2.49 billion yuan and the general public budget revenue was 20.26 million yuan.

Historical evolution

Haifu, "originally belonged to lvsichang, collapsed into an ocean 300 years ago, and then gradually rose again" (Wang Kangshou's local records of kenmu in 1920s).

In 1901, Zhang Jian, a modern industrialist, raised funds to establish Tonghai reclamation and animal husbandry company, where he built embankments for reclamation.

Since 1904, the company has built a town. After five or six years of construction, it has been named Haifu town with the meaning of "the sea returns to the mulberry fields". The first road from Qidong to Nantong was opened here. Haifu junior primary school and kenmu senior primary school have been set up successively. Tonghai kenmu company operated for more than 40 years and disintegrated on the eve of the Japanese occupation of Haifu town in 1942.

During the period of the Republic of China, the establishment of Haifu area was under the jurisdiction of five and six districts of Haimen county. In front of Guandi temple on the east side of Haifu Town, there was a stele of "Tonghai boundary", indicating that it was the boundary between Nantong county and Haimen county.

From February to May 1942, division commander Su Yu of Jiangbei command of the New Fourth Army led the division to Haifu, and the division headquarters was set up in kenmu company. During the Anti Japanese War, the "father son heroes" Gong Youshan, Gong Chuqiao and other well-known militia heroes in the four divisions of Central Jiangsu emerged in Haifu area.

In January 1949, Haifu area was assigned to Qidong.

In 1957, the four townships of Junli, Beigu, Funan (West), Haiphong (West) and Haifu town merged into Haifu township. In September 1958, it was changed into Haifu people's commune. In 1983, it was changed to township.

In 1988, the township was removed and the town was built.

In March 2001, 17 administrative villages were merged into 11 villages, including Jiming, Donggang, Junli, Funan, Tangfang, Qinghu, Qianchang, kenmu, Fuxi, Beigu and Zhuting, with a total of 106 villager groups. The town still has Haifu Town neighborhood committee.

In September 2004, Haifu town government held a centennial celebration.

In September 2008, the original Dongyuan town was merged into Haifu. On the basis of the original, nine administrative villages, Taohong, Jialu, Sanwei, Sidi, Wuwei, Miaoji, Binhai, Anton and Xingyi, were added. Xinhaifu town has become a big town with 20 administrative villages under its jurisdiction.

In 2004, the added value of agriculture was 66.31 million yuan, an increase of 12.9% over the previous year. In the construction of agricultural park, the total investment is 14.37 million yuan, accounting for 102.4% of the 14 million yuan target issued by the city. In terms of industrial structure adjustment, the area of fruits and vegetables in Haifu town is 933.3 hectares, accounting for 48.3% of the total cultivated land. Diversification accounts for 70% of the total agricultural output value.

North Shanghai Organic Food Co., Ltd., with an investment of 10.7 million yuan, is the first leading agricultural enterprise in Haifu. Its "Chen Gong" brand edible cactus deep processing project has passed the acceptance of Nantong City Planning Commission. The successful development of the project will further expand the brand influence of "Chen Gong" cactus.

Some agricultural technicians of the government set up a 13.3 hectare ecological agricultural park in the form of joint-stock system, which made a beneficial attempt to explore scale management.

In the whole year, the town transferred 3380 local workers, exported 6082 foreign workers, and added 16 labor workers going abroad. Haifu town achieved a labor income of 67.986 million yuan in the whole year, and the per capita income of farmers increased by 2565.5 yuan only in labor export. In 2004, Haifu town invested 300000 yuan to build a white road 1.2km wide from Xinghai South Road to Huancheng South Road. For 114 farmers, the report of housing construction was handled according to the plan. The town invested 250000 yuan to complete the "secondary water improvement" of the town and Funan, Tangfang, Qinghu and Fuxi villages, benefiting 3200 households. Eight dangerous bridges in rural areas were reconstructed throughout the year.
