He Mingfeng (1880-1947), also known as he Zaiwen, was born in Mogou, Xunyang County, Shaanxi Province. At the end of Qing Dynasty, he graduated from Shanghai Polytechnic College.
In September 1913, he Mingfeng was appointed governor of Xunyang on behalf of the southern Shaanxi observation envoy. In July 1919, he was appointed director of the Finance Bureau of Altay special administration in Xinjiang. In the ninth year of the Republic of China (1920), he was transferred to the office of Shaanxi Hanzhong. In June 1921, he resigned and went back to his hometown to run education, and founded the second primary school of Hanrun township. In 1945, he was elected as a member of the Xunyang County Provisional Senate.
