Zhang Xiaozhong, born in Yihe Town, Yingcheng City, was born in April 1946. He studied in the Political College of the PLA in February 1984. In 1985, he served as a political commissar of the 302 regiment of the Second Artillery Corps. He studied in the basic Department of National Defense University in March 1996. In March 1998, he served as political commissar of the 53rd base of the Second Artillery Corps. He was awarded the rank of major general in 1998. In January 2009, he served as deputy political commissar of the Second Artillery Corps.
