Zhang Shifa, male, from Yangzhou, Jiangsu Province, was born in October 1934. He began to work after graduating from Yangzhou Polytechnic School in 1953. He graduated from the land hydrology major of East China University of water conservancy in 1962 and graduated from the water conservancy planning major of the same university in 1966.
