Yin zhuangtu went on to play: "the governors are in disrepute, and the administration of officials is ineffective. When the officials passed through the local areas, they observed whether the officials were virtuous or not, and the businessmen and the people were all worried about the cultivation. The general mood of the provinces was almost the same. They asked the Manchu ministers to be sent to the provinces for inspection. " Emperor Qianlong ordered Qing Cheng, the Minister of the Ministry of household affairs, to take him to investigate everywhere, but there was no evidence. When Yin zhuangtu arrived in Taiyuan, Shanxi Province, he immediately told him, "the warehouse is neat and there is no shortage. He has already devoted himself to the service. Can you please return to Beijing to be punished?" However, Qianlong did not agree that "if there is no shortage in one province, I'm afraid it's not enough to convince him. He is still going to Shandong, Zhengding, Baoding and other places in Zhili" and asked Yin to continue his investigation. Yin zhuangtu repeated: "when we pass Huaihe, Yangtse, Changzhou and the capital of Suzhou, we are just celebrating the new year. Life of the characters
"In the year of Emperor Gaozong, the governor sat down to punish him or ordered him to pay a fine for the crime of loaning money. In 1790, he thought that he was not a government. He said:" if the governor has committed a crime, he will not be punished immediately. He will be punished for tens of thousands of dollars. Some governors will also ask for their own punishment. If tens of thousands of dollars, they will have to rely on the help of their subordinates. In the future, there will be serious cases of deficit and selfishness It's hard not to give up for protection. Although the penalty is strict, it can't move his heart of shame and fear, and he is looking forward to the healing of toys. Please stop this case forever. If slaves are ordinary, they either give up or use their parents' positions, and they don't need to be appointed any more. " He wrote: "after the provincial governors made a mistake, they won't be removed from their official posts immediately by virtue of the emperor's kindness. They will only be fined a certain amount of silver as punishment. Some officials also voluntarily pay a fine. For those officials who have committed many illegal acts, this is tantamount to finding an excuse for their actions, and they can continue to act recklessly. Even those honest officials, because they get the money paid by their subordinates, have to cover up their subordinates' evil deeds in case of a deficit in the Treasury. Therefore, although the silver penalty system is very strict, it can not shame the officials. On the contrary, it can easily breed their misdemeanor and ask the emperor to abolish this system forever. "
Achievements and honors
Other personal information
After receiving the memorial, Emperor Qianlong was greatly displeased and issued an imperial edict, saying: "since Zhuang Tu played for this, he must have seen and heard it. Now it refers to the actual performance." Let Yin zhuangtu point out what they have said. The memorial of Yin zhuangtu's reply to the imperial edict is also included in the draft of the history of the Qing Dynasty. When the officials passed through the local areas, they observed whether the officials were virtuous or not, and the businessmen and the people were all worried about the cultivation. The general mood of the provinces was almost the same. They asked the Manchu ministers to be sent to the provinces for inspection. " In fact, this is an accusation that he Lin has been in power for more than ten years, and that he has been embezzling for personal gain and perverted the law, resulting in a deficit in the coffers of all provinces in China. I ask the emperor whether he can send his ministers to investigate. Qianlong was even more angry after reading it. In particular, Yin zhuangtu proposed in his memorial that the investigating officials should make secret visits, which made he also resentful. He said to Qianlong, "Yin zhuangtu's so-called secret visit is really out of order. You can't allow him to visit at will as an official of the imperial court. You have to point out the scope for him, so as not to disturb the people everywhere." Qianlong felt that he Zhen was right, and ordered Yin zhuangtu to inform the local officials with a fast horse before checking each place. In this way, he Zhen could rest easy. He thought that the government and county with a deficit in the Treasury would receive the notice before Yin zhuangtu arrived. How could they not find a way to fill it up temporarily? What else could Yin zhuangtu find out. However, he didn't dare to be careless about it. He added a layer of insurance and recommended to Qianlong that Qingcheng, who had always been loyal to him, accompanied Yin zhuangtu to visit. Qianlong also agreed. The imperial edict ordered Yin zhuangtu and Qingcheng to go to all provinces to investigate the treasuries together. Every time they went there, they would use a 500 Li horse to inform all the places, so as not to panic the local people. Moreover, they must respect the local officials and should not oppress others as Imperial Envoys. Yin zhuangtu should obey Qingcheng's arrangement and help Qingcheng accomplish his mission. Before Yin zhuangtu's departure, he Zhen had already made preparations and made sure everything was safe. You can imagine what is waiting for Yin zhuangtu.
Personal actions
Before he left, he summoned Qingcheng and gave him face-to-face advice. He had sent people to inform the provinces along the way to make arrangements. What Qingcheng wanted to do was to strictly control Yin zhuangtu's actions and prevent him from contacting local officials so as not to cause trouble. If necessary, he would not even hesitate to restrain him with orders. After this careful arrangement, Yin zhuangtu set out together in celebration. Their first stop came to Datong, Shanxi Province. Datong magistrate was Ming Bao, the uncle of he Zhen. This man was greedy, and he became a magistrate by fawning on he Zhen. After receiving he Zhen's secret report, he took the silver from the copper factory and tin factory to the official treasury of Datong and made a neat appearance. When Qingcheng and Yin zhuangtu arrived, Mingbao was respectful to Yin zhuangtu, but the reception was simple. He told Yin zhuangtu that he had always been thrifty as an official. Please don't blame him. Yin zhuangtu didn't know what he was doing. Instead, he admired Mingbao. When Yin zhuangtu was sent back to the post house, Mingbao invited Qingcheng to his home and prepared a luxurious banquet for him. During the banquet, they kept laughing at the cheated Yin zhuangtu. There is nothing to be found by examining the Treasury. Yin and Qing and their party continued to move on. In the future, what officials did made Yin zhuangtu unbearable. They warmly received him, talking and laughing, but they ignored him as if they didn't see him at all. In the evening, someone invited him to a banquet, while Yin zhuangtu stayed alone in the post, and no one even prepared food. After walking down from several places, Yin zhuangtu gradually understood his intention. Full of resentment, but helpless, only look up to the sky and sigh, write a memorial to the emperor, admit that he exaggerates, it is a shadow, there is no real evidence, the investigation did not find any flaws, to Qianlong emperor request to punish himself after returning to Beijing. In this case, Qianlong issued many decrees, counting the memorials of Yin zhuangtu as follows: "Xirong is despicable, he plays a lie in his words." It is recorded in historical records that Qianlong "wrote an edict to zhuangtu, and asked if he saw the Shang people frowning and sighing on the way. The zhuangtu repeated, and he saw the Shang people's happy work, so he never frowned and sighed." In this situation, Yin zhuangtu had no choice but to say: "along the way, there was no dissatisfaction from businessmen and people. They all lived and worked in peace and contentment When Yin zhuangtu returned to the capital, he was put in prison and sentenced to be beheaded by the Ministry of punishment for "cheating the public and giving birth to the law of dissent". Later, Emperor Qianlong was lenient enough to avoid his death. Soon, Yin zhuangtu resigned and returned to his hometown. In the fourth year of Jiaqing, he was reappointed by Emperor Jiaqing.
Social evaluation
We can see that in the process of fighting with Yin zhuangtu for wisdom and courage, he made full use of the sixth rule of officialdom game in his mind. Article 6 for the impeachment of some important opponents, such as Yin zhuangtu and others, if the impeachment content will involve the future of many officials, we should use all our strength, carefully prepare, design and frame the opponent in an unjust position, so that he can never turn over. Interestingly, Ji Xiaolan once planned to intercede for Yin zhuangtu after Yin zhuangtu's design was sent. Emperor Qianlong was furious when he heard about it. He immediately said, "I think you are very good at literature, so I can't claim the complete works of the Four Treasuries. It's only to advocate excellence and save it. How can I talk about state affairs in vain?"
