At that time, the Miao people's uprising in Guizhou was very strong. Li Peijing wrote to explain the situation and believed that the Miao people's trouble was due to lack of education. Knowing that he was familiar with military affairs, he asked Cen to manage the military affairs in Central Guizhou.
