brief account of the author's life
Huang Qian has been smart since he was a child, and he is not serious about playing. At the age of 16, he was a scholar in Bu county. At ordinary times, he likes to write new poems and has many strange words and sentences. Many forefathers and poets read his works and thought that he was a genius. Jiajing guimao year (1543) won the third place in the provincial examination. Gengxu year (1560) ascended Jinshi, granted Xuancheng county magistrate. When he was in Xuancheng, he took it as his duty to love the people and attach great importance to the people, and he never asked for strict administration. When the villagers went to the county government to file a complaint, he immediately investigated and dealt with it. He never delayed for a long time, and the case was solved fairly. Therefore, Xuancheng people respected him very much. A few years later, Huang Qian was promoted to hukegeishizhong. At that time, Emperor Jiajing was barren from the imperial government. For a long time, he ignored the affairs of the imperial court and did not see the courtiers. He was blindly practicing, which caused chaos in the world. Anda in the North took the opportunity to lead his troops to invade and attack, burning, killing and plundering everywhere. The people on the border suffered a lot, while the Ming army's border defense was loose and vulnerable. In response to this situation, Huang Qian went on three rounds and detailed three things about border storage, asking for exemption of tens of thousands of stone rent grain owed by border victims in recent years, so as to consolidate the stability of the border. Later, all the suggestions listed in the memorials were approved by grace. A few years later, he was promoted to the right of the criminal division, and he went on to impeach and correct all kinds of accumulated abuses. At that time, Yan Songgang seized the position of the first assistant, wantonly formed a party for personal gain, cultivated his followers, and attacked the loyal and good, which caused chaos in the government and the public. At that time, the Japanese people in the southeast coast continued to invade, and the alarm flew to the imperial court like snow. Emperor Jiajing ordered Zhang Jing, the Minister of Nanjing Military Department, to lead the troops to suppress the Japanese. However, Yan Song sent his best friend Zhao Wenhua to Jiangsu and Zhejiang as a general envoy. As soon as Zhao Wenhua took office, he relied on Yan Song's power. On the one hand, he falsely accused Zhang Jing of being framed, on the other hand, he took advantage of his power to make profits, cleverly set up his own name, extorted money wantonly, and embezzled the salaries of the front-line generals. Several provincial officials jointly accused and exposed Zhao Wenhua's bad deeds. Huang Qian also signed in support of the memorial, so Yan Song resented him, but could not find the charges. Later, there happened to be a taizai named Li Mo who offended Yan Song because of his generosity. Yan Song made Zhao Wenhua Shangshu falsely accuse Li Mo and sentenced him to prison. He also took the opportunity to demote the Minister of the central government on a large scale. Huang Qian was also demoted. Hearing the news, Huang Qian looked up to heaven and laughed, and said, "in ancient times, disasters and miracles were used to prevent Sangong. Now is the evil of Huangmen langdang? Because of Li Gong, I have no choice but to die and hate. " So he abandoned the official capital. When Huang Qian returned home, he entertained himself with literature and wine, or cultivated vegetables in the field, or studied in the courtyard, without any sense of loss. Later, he joined the poetry club with Zhishi's geishi Zhongfang Wanyou and counsellor Zheng Guangwan at home to sing and reward each other. There are many rivers and canals in my hometown, but they are often abandoned due to disrepair. Huang Qian personally went to Fu County to take the lead in advertising, and allocated funds for dredging and water storage. In this way, it is not only convenient for farmland irrigation, but also convenient for water transportation, killing two birds with one stone. The people of the neighboring 36 townships were very grateful to him for their great profits, and they specially built a memorial Temple beside the river to commemorate him. After that, he actively discussed with local officials about the local salt administration and planned the maritime police affairs. At that time, there were official land and civilian land, but the tax levied by the government was not the same. Official land was light, but civilian land was heavy, and the farmland of the common people was often taxed heavily. Huang Qian learned the truth, and proposed to the government and county officials to implement the law of equal tax payment between the officials and the people, so as to stabilize the people's will. Finally, it was implemented. There are many other things of public welfare like this. He has made great efforts to promote everything that is beneficial to the common people.
