Gu Xiangen was born in February 1955 in Suzhou, Jiangsu Province. He started work in April 1978 with a college degree.

In 2006, he served as secretary of Xiangcheng District Party committee. In March 2011, he served as secretary of the Party Working Committee of Taicang port. In June 2012, he was elected deputy director of the Standing Committee of Suzhou Municipal People's Congress at the first session of the 15th Suzhou Municipal People's Congress.
