Qin Shiwang, an official of Qing Dynasty, was born in Anhui, China. In 1729 (the 7th year of Yongzheng), Qin Shiwang succeeded Xu Zhimin and served as the governor of Taiwan. Tanshui Fumin Tongzhi, also known as Tanshui Tongzhi, was an important local official in Taiwan during the Qing Dynasty. His official rank was five grades. He was responsible for the internal affairs of Northern Taiwan and was a local official stationed in Tanshui department. At that time, Tanshui department was the actual ruler of Northern Taiwan because its jurisdiction was from Keelung to Hsinchu.
