Wang Shitong (1864-1931), also known as Wang Yitong, was born in Fenyang, Shanxi Province, and was originally from Shaoxing, Zhejiang Province. During the 1898 movement of Guangxu, he was a Jinshi in the Department of science and technology.
In 1906, he went to Japan to study education. After returning to China, he served as the Secretary of the cabinet, and was transferred to the post of chief of Shandong Department of the Ministry of punishment, member of Anhui Department, magistrate of Dali court, Shaoqing of Dali court, etc. In July 1912, he served as Deputy General of the Ministry of justice and Secretary of the Convention. In 1914, he served as the ambassador of President Yuan Shikai. In October 1915, he served as the confidential director of the political affairs hall. He served as Secretary General of the State Council in May of the next year and transferred to the State Council in June. In 1917, he became Vice President of the National Water Conservancy Bureau. He retired in August 1920. After 1925, he served as the editor of the Qing History Museum. He wrote the collection of poems and essays of Zhizhen, the annals of criminal law, the annals of diplomatic relations, the ancient meaning of eliminating soldiers, compiled the national history, the history of the Qing Dynasty, the bibliography of the four databases, and compiled the case of Confucianism in the Qing Dynasty and the note of poetry in the Qing Dynasty from Xu Shichang (the first edition of Shaoxing county annals in the Republic of China). He was proficient in law, history and geography, and he was well versed in geography in primary and secondary schools at the beginning of the Republic of China. He died in Peking in October 1931.
