He was honest and upright and cared for the people. When he was the magistrate of Zhuji, it was a time of drought and bad years. The eastern Zhejiang Road was in a hurry to appease and levy taxes. The counties and prefectures under his jurisdiction were obedient, but he said frankly, "I'd rather be guilty than trapped." Rui Hui, the supervisor, visited Zhuji and praised him, saying: I used to know that you are good at writing articles, but today I know that you are good at being an official.
When the term of magistrate of Zhuji expired, he went to Beijing to wait for the vacancy. Because he was good at writing articles and calligraphy, he was praised by Emperor Xiaozong of Song Dynasty, promoted to Secretary Lang, acting as a direct bachelor, and participated in the discussion of government affairs. In view of the confrontation between Song Dynasty and Jin Dynasty, he proposed to Xiaozong that "when we make peace, we should be prepared to defend ourselves"; in addition to strengthening the defense of regular troops, we should also strengthen the training of militia to support huaidong; reward farmers to reclaim wasteland and cultivate fields and repair dams; establish a Jiangyin water army to cope with the changes, but we should first set up a patrol team in the name of inspecting the merchants of Haidao, and then gradually become an army . He also reflected to Emperor Xiaozong that military generals privately monopolized tea and salt for profit, and violated the regulations of the government for raising soldiers. He thought that "it is appropriate to discipline generals, but not order them.".

When he was appointed county magistrate of Zhuji, Wang Jihai, a literary official, appreciated his brilliant and fresh music movement, and recommended two of his recent works to song Xiaozong. The next day, Xiaozong said to Wang Jihai, "Xiong Kezhi's writing is gratifying." he wanted to confer the position of three libraries (Zhaowen library, history museum, Jixian and academician of Hanlin Academy). Later, because of his shallow qualifications, he was only granted the jurisdiction of the Institute of literary and ideological education.
