Village people. Born in 1908, he joined the Communist Party of China in 1925 and worked underground in Shanghai. In March 1936, sent by the party organization, Li Qi went to Jiaodong alone to restore the party organization that had been badly damaged. He was arrested and jailed in December of the same year for betrayal. After the cooperation between the Kuomintang and the Communist Party, he was rescued from prison by the party organization in November 1937. Li Qi was the Secretary of Jiaodong special committee of CPC, chairman of Jiaodong military and Political Committee, and commander of the third army of Shandong people's Anti Japanese and National Salvation Army during the Anti Japanese war. It was he who personally led the Tianfushan uprising of "lighting the first beacon fire of resistance against Japan in Jiaodong"; it was also he who personally led the battle of Raytheon Temple of "starting the first shot of resistance against Japan in Jiaodong". In this battle, he shed the last drop of blood for the cause of national liberation and became an immortal monument in the history of Jiaodong revolution
