Shen Heng, whose name is Zhongshan, was born in Wu County and Minister of Wu state.

Shen Heng went back to Sun Wu and told him, "I had a secret discussion with Liu Ye, the servant. I set up treacherous plans for him several times. I'm afraid that he would be careless if he was too big. I've heard that the strategists used to say: 'don't take chances that the enemy won't attack me, but rely on your own strong strength to make the enemy dare not attack me. "Now for the sake of the country, we should stop doing other things and focus on farming and mulberry to expand military resources, repair boats and vehicles, and increase combat equipment, so that they are sufficient; then we should take care of soldiers and families and let them have their own places; we should recruit talents and reward soldiers, so that the world can plan."
