Jinyu Town, subordinate to Guanghan City, Sichuan Province, is located 5 kilometers east of Guanghan City. In the 1970s, most of the farmers here were in poverty, living in low thatched houses, eating melons, vegetables and porridge, and the crops grew thinly. After smashing the gang of four, when Shang Guangnan, then Secretary of the county Party committee, visited the countryside, he learned that there was a production team working in groups, which divided the above grain tasks into three operation groups. After completing the task, the remaining grain was divided into groups, and then according to the number of members, it was given to the head, with more points. The farmers like this method very much. After autumn, the team's income increased by 50000 Jin. As a result, Shang Guangnan found the answer of "contract production to the operation team".

In October 1977, at a meeting attended by the party secretaries of 21 communes in the county, the party secretary of goldfish commune fully agreed with Shang Guangnan's opinion, saying that as long as the county Party committee allowed the contracted production to the group and broke the "big pot", the goldfish commune could increase the production of the team in 1978, or resign voluntarily. Later, Shang Guangnan asked some "scholars" of the county Party committee to discuss how to bypass the word "Bao". The consensus was that the word "Bao" should be changed to the word "Ding", so that "Bao" could be justly called "Ding". In this way, with the support of the county Party committee and the approval of the provincial Party committee, the goldfish commune rectified its operation and management in January 1978. In 116 production teams of the commune, the word "package" was applied to the responsibility system of agricultural production, and the responsibility system of "group operation, fixed production and fixed work, and reward for over production" was implemented. Within the scope of a commune, it became the first one in Sichuan and even China to implement this responsibility system A place where the responsibility system for agricultural production is established. In the autumn of that year, the total grain output of the whole commune was as high as 27.52 million jin, an increase of 22% over the previous year, nearly double the increase rate of the whole county, which was the highest among the 21 communes in the county, and the grain and income shared by farmers generally increased.

After the autumn harvest, Wenjiang Prefecture Party committee held a meeting of county Party Secretary in Dayi County to arrange rural work and wheat production. Why did goldfish build China's first immigrant town? Huang Zhichun said: "the biggest advantage of Jinyu town is agricultural resources. The annual output value of more than 20000 mu of land in Jinyu town only depends on grain is only tens of millions of yuan. We believe that it is necessary to create brand agriculture and realize the high added value of agricultural products. To achieve this, we need talents and investment. Where do these come from? One is to mobilize laid-off workers in large and medium-sized cities to settle down in Jinyu, and the other is to go to Guangdong and other places to employ successful rural workers from Sichuan to return home and realize a boss dream.
