Located at the intersection of Huanghe No.5 road and Bohai No.13 road in Binzhou New District, it is a comprehensive park integrating sightseeing and leisure. The park covers an area of 135 mu with an investment of 20.77 million yuan.
The overall layout of the park is mainly divided into three parts: the first is the central water area, the second is the scenic belt around the lake, and the third is the surrounding plant community area. The park combines the southern garden art with Binzhou's history and culture, and constructs such scenic spots as Sun Tzu's legacy array, Qin Tai's ancient rhyme, and Qin Di's singing evening.

The waterfront passage is mainly made of antique wood. With the buildings built on the platform, it forms a contrast between modern and ancient, and is named "jinlousiyun".
