Xiaobaishan is in the southwest of Jilin City, in the present xiaobaishan township of Fengman District. Xiaobai mountain is 313.3 meters above sea level. At the foot of the mountain is balitun. Balitun is eight miles away from Linjiangmen (called yingenmen in Qing Dynasty, because Qianlong visited Jilin from then on), so it is called balitun. The rulers of the Qing Dynasty thought that the Manchu rose in Changbai Mountain, so they regarded Changbai Mountain as a holy mountain. In the early years of the Qing Dynasty, officials were sent to Changbai Mountain to offer sacrifices. Later, because Changbai Mountain was far away and transportation was inconvenient, the Qing government built a lookout Temple in Xiaobai mountain in 1733. 180 years after Qianlong's sacrifice (1934), the emperor of Manchuria (Kant, the last puppet emperor of the Aixinjueluo royal family) came to Xiaobai mountain for sacrifice. According to the records, the Wangji Hall of Changbai Mountain is located nine miles outside the west gate of the city, on wendehe mountain (today's Xiaobai mountain), with five main halls, two sacrificial towers, two archways, one deer breeding circle and the 11th Yongzheng building.
