Built in 1920, completed in 1925, designed by Japanese architects, reinforced concrete structure, building area of about 1500 square meters, Renaissance style. In 1938, after Japan's second occupation, it merged with the Qingdao stock exchange founded by Chinese businessmen. After the outbreak of the Pacific War in 1942, it closed down for lack of materials. In June 1944, the Institute was dissolved and closed down in May 1945.
The former site of Qingdao reference station
The former site of the building is located at 22 Guantao Road, Shibei District. It was built in 1920 and completed in 1925. It was designed by Japanese architect yoshijiro Mitsui. It is of reinforced concrete structure with a building area of 18253 square meters. The foyer, the central hall and the broker's office are transformed into a Tian shaped plane to form four trading halls with four patios and skylights. The vertical structure is axisymmetric. The main part is a three story Collins column. There are two small towers in the upper part of the mountain flower. There is a small curved top in the middle of the tower. The first and second floors of the two wings are rectangular pilasters, and the third floor is double pilasters. The interior is decorated with Western classical techniques, and the building has Renaissance architectural style.

In February 1920, the Japanese government-run Qingdao Research Institute was established. In November of the same year, the Sino Japanese joint venture Qingdao Research Institute Co., Ltd. was established. The capital was set at 8 million Japanese dollars, half of which was owned by Chinese and Japanese businessmen. The quotation office is the supervision and management organization of the Japanese authorities, which consists of the property department, the money department and the securities department. In 1922, after China regained its sovereignty over Qingdao, it was renamed Qingdao reference Office of Qingdao Co., Ltd. and continued to be managed by the Japanese. Mainly engaged in peanut, oil, cotton yarn, cotton, flour, yen, silver, stocks and other futures and securities trading.

In March 1946, the building was the site of the Kuomintang Qingdao garrison headquarters, commander Ding Zhiqing (Kuomintang lieutenant general). In January 1948, it was expanded and upgraded to the 11th appeasement area of the Kuomintang, and its commander, Liu Anqi (a general of the Kuomintang).
In 1949, the building was the headquarters of the Qingdao garrison headquarters of the Chinese people's Liberation Army, commander Tan Xilin (founding lieutenant general). In 1950, it became the Preparatory Committee of Qingdao naval base (the predecessor of the North Sea Fleet). In 1952, the naval political cadre school was established here. After the establishment of the North Sea Fleet in 1960, No. 22 Guantao road was changed into the North Sea Fleet Military Club.
