essential information
Main protected objects: virgin forest and precious wildlife resources
Area (HA): 11414.58
Scope: class 32-37, Yuli business district, zhuoxi Township, Hualien County
Local competent authority or administrative authority: Hualian Forest Management Office of the Forestry Bureau
Announcement organ, date and document number: Letter No. 890030020 of the Council of agriculture of the Executive Yuan on 89.01.27
In 1973, in view of the fact that the 32nd forest class in Yuli business district still has virgin forest, good vegetation and complex forest composition, the Forestry Bureau designated an area of about 132 hectares as the reserve to protect the base forest of Sabina chinensis and Taiwania Cunninghamia. After investigation, it was found that the number and species of wildlife in the area were quite rich. In 1981, the protected objects were extended to the precious wildlife resources, and the "Yuli Wildlife Nature Reserve" was established according to the forest management plan of Taiwan. In 1992, the scope of the reserve was expanded to cover the upstream catchment area of Fengping river. In January 2000, it was officially declared as a wildlife reserve according to the wildlife conservation law, the 12th wildlife reserve in Taiwan.
The reserve is located in the backbone area of the central mountains. There are many mountains and valleys, and the terrain is rich in changes. It is almost undeveloped. There are no sand bars in the upstream and downstream of Fengping river. The original vegetation covers all kinds of forest formations in Taiwan's mountains. The ecological environment is rich and diverse, and there may be a variety of endangered animals, among which the importance of the reserve is even more obvious.
geographical position
The edge of the reserve can be reached through Ruisui forest road, with a total length of about 37 km. The front section of forest road is about 9 km, which is shared with the road of the mining area. It is difficult for vehicles to climb the mountain in rainy season, which belongs to the control area and does not attract a large number of tourists. At present, the forest road is only used by forest workers and a small number of mine workers. In addition, Zhongping forest road (50 km in length) could reach the outer edge of the reserve (38th forest class of Yuli business district), but it is only 19 km away from the site. In addition, there is a mountaineering path in the area, from Nantou Danda mountain to Ruisui forest road. Due to the inconvenience of transportation, only a few climbers use it.
Environment overview
This area is to the east of the main ridge of the central mountains, with an altitude of 1700-2500 M. Except the part near the edge line is slightly flat, the rest of the area is very steep. The geology is composed of Eocene black schist. Where the slope is large, the soil is shallow, and the rest is rich brown forest soil.
In terms of climate, the area has a wide range of altitudes, covering three types of climate zones: subtropical, temperate and frigid. The average monthly temperature ranges from 5.8 ℃ to 14.3 ℃. The annual average rainfall is about 3900 mm. According to the sansevier climate classification, this area can be classified as a humid climate.
Geologically, this area belongs to the ridge ridge Ridge Mountain vein belt in the east of the central mountain range. The geology is mainly composed of the tertiary sub metamorphic rock layer, and the stratum is mainly composed of the bilushan layer and the Lushan layer. The rock plate is mainly composed of slate and phyllite, often intercalated with limestone and marl. The terrain of the whole area is steep and complex, which is difficult to reach.
Biological resources
Because it is located in the middle altitude area, the climate is warm and humid, and it occasionally frosts in winter. In addition to a small area of Sabina chinensis plantation in the southeast corner, most of the main plantations are natural forests, which belong to the famous oak forest belt with prevailing clouds and fog in Taiwan. After many years, the clouds and fog surround in the afternoon. The lower altitude is the broad-leaved forest, and the higher altitude is the coniferous and broad-leaved mixed forest. The dominant plants are Sabina chinensis, Taiwania Tsuga, Tsuga Tsuga, Taiwan two leaved pine, and Fagaceae of maple, Quercus, Castanopsis; the ground cover is mainly composed of pteridophytes, Yushan Fargesia, akache Messenger, short horned lengshuima, peat mother grass, and others are Rubus, kiwifruit, Eurya, Taiwan pods, long leaf flowers and so on. These ground cover groups are closely related to the habitat of local wild animals, especially the mammals, such as notopterygium, long maned goat, pheasant, pheasant, etc. The rare plants in this area include Taxus, Taiwania, Cymbidium, epiphytic Cymbidium, formosana, etc.
Animal resources
This area is a paradise for Taiwan's wild animals. According to the survey, there are Taiwan macaque, Xiangmao, Shanqiang, Taiwan long maned goat, white nosed heart, etc. and 8 kinds of rodents inhabiting in this area. The footprints of large cats have been found three times, and it is suspected that they are left by clouded leopard. Amphibians and reptiles in this area, such as Mohr's tree frog, red snake and Juchi's turtle shell flower, are precious and rare wild animals. The endangered species of birds include bear eagle, blue bellied pheasant and imperial pheasant. There are also 5 rare and precious species, such as big crested eagle, big red woodpecker, Huangshan Finch and small tail clipper. Other conservation species include 18 species, such as deep mountain bamboo chicken. Based on the survey results, 38 species of mammals, 8 orders, 24 families, 65 species of birds, 2 orders, 6 families, 7 species of amphibians and 1 order, 1 family, 1 species of fish were recorded in the reserve
Mammal: there are 29 species in 14 families, among which Taiwan clouded leopard and Taiwan black bear are endangered species, and 7 species are rare and precious species, such as Taiwan macaque, Taiwan long maned goat, mountain Qiang, water deer, yellow throat mink, civet cat and white nose heart. Among them, the record of clouded leopard in Taiwan is based on the discovery of the footprints of large cats in Ganxi nature reserve by Professor Lu Guangyang of Taiwan Normal University.
Birds: there are 61 species of birds belonging to 24 families, of which 11 are endemic to Taiwan. The endangered conservation species include forest eagle, bear eagle, imperial pheasant, blue bellied pheasant, grey forest owl and brown forest owl. In addition, they belong to precious and rare conservation species, and 25 other conservation species should be protected.
Reptiles: there are 3 families and 3 species in total, among which the Taiwan Red Snake and the turtle shell flower of Juchi are endemic to Taiwan, and are precious and rare conservation species.
Amphibians: there are 4 species in 3 families, among which 1 species is a rare and precious conservation species, and the rest are Bufo gargarizans, Sauder's frog and Swinhoe's frog.
Fish: it is known that there is at least one species of creeping loach in Taitung, which is a precious and rare conservation species.
Conservation status
The whole reserve is state-owned forest land under the jurisdiction of the forestry bureau, most of which are natural forests without human interference. Only the 32nd forest class in Yuli business district has mining land and a small part of artificial forests. The original mining area is about 381 hectares, but the area actually leased by the mining right owner is very small. At present, all the land leases of the mining area have expired, and some of the mining rights have expired. The mining area will be resumed according to the contract, and the restoration and afforestation work will be carried out.
We are facing a crisis
Poaching and illegal felling: forest protection and management personnel have found hunting tools such as animal clips and traps. Hunters may use motorcycles to go up the mountain to poach in the reserve and nearby forests. In addition, valuable trees such as Sabina chinensis and Taxus chinensis in the reserve are also targets of mountain mice.
Mining: mining rights have been set up in many sections of the nature reserve (32 Lin Ban) and its adjacent areas. Even if the Mining Stope at the top of the mountain on the upper edge of the nature reserve has stopped due to the depletion of mineral resources, the mining process and the mining itself have caused great damage to the nature reserve, the most obvious of which is the destruction of vegetation and landscape.
Fengpingxi will face the pressure of dam construction: Yuli Shifeng power company plans to set up a dam in the downstream of fengpingxi for power generation. Although the planned development location is outside the reserve, the impact on the ecological environment of the reserve and the upstream of fengpingxi still needs to be evaluated.
Mountaineering activities: mountaineers set up signs, leave garbage and cooking, etc
