Development history

In May 1992, the Provincial Forestry Department approved it as a provincial forest park, and in May 1999, the State Forestry Bureau approved it as a national forest park. In 1998, the master plan of Shuifu Tongluoba Forest Park was approved by experts. In 1999, it was approved as a national forest park. In March 2004, it passed the feasibility study report on infrastructure construction of Tongluoba forest park. In January 2004, it passed the detailed planning of Tongluoba forest park. In 2004, Yunnan Provincial Development and Reform Commission approved the infrastructure construction investment plan of Tongluoba National Forest Park with document (2004) No. 861, with a total investment of 18 million yuan, including 10 million yuan of national debt fund and 8 million yuan of self raised funds. The construction contents include: 8 km of Scenic Area Road, 3 km of pedestrian road and 2 km of wooden plank road; water supply and drainage and power supply facilities; 2 garbage collection and transfer stations, 3 toilets, and more tourists The heart is 600 square meters and the parking lot is 3000 square meters.

In October 2008, a landmark event happened in Tongluoba National Forest Park, located in Taiping Township of Shuifu city. The construction of Tongluoba reservoir was officially started. This means that in a few years, the beautiful Tongluoba National Forest Park will add a vast plateau lake and a series of water landscapes, just like a cornucopia falling from the sky.

Tongluoba reservoir is a medium-sized reservoir with a total capacity of 11.88 million cubic meters. The reservoir project is mainly composed of three buildings, namely dam, spillway and water conveyance tunnel. The dam is a weathered material dam with clay core, with the highest dam height of 35.3 meters and crest elevation of 1476.3 meters. The spillway is arranged at the natural pass of the left bank ridge, with a total length of 128 meters. The axis of the water conveyance tunnel is arranged at the left bank ridge, 18 meters away from the left dam abutment, with a total length of 247.39 meters. There is an 8.8-meter-high masonry overflow dam in the main canal water intake project. The main function of reservoir is irrigation. The irrigated area is 45900 mu, including 9000 mu in Suijiang County. Shuifu city started the reservoir construction plan in 1997, entered the survey and design in 2006, and was approved by the provincial development and Reform Commission in 2008 as the "rundian project" in the western development. Shuifu has been fighting for this project for about 10 years, but it has not been approved before. The main reason is the problem of funds. The national water conservancy project construction subsidy fund is small and there are many people, and the projects that need to be supported are in long lines. They are all fighting for it, and can only be solved gradually according to their priorities.

After the construction of Xiangjiaba Hydropower Station, Tongluoba reservoir and Xiangjiaba Hydropower Station have formed a relationship, which is also the result of supporting the construction of Xiangjiaba Hydropower Station. The construction of Xiangjiaba Hydropower Station involves the relocation of more than 66700 people from Shuifu and Suijiang counties, who are basically resettled back to the mountains. More than 60000 people will be relocated in Suijiang, and more than 6700 people will be relocated in Shuifu. When these immigrants move to the mountains, drinking water is a problem, and land development and consolidation are also faced with the problem of water shortage. In order to solve the problem of water source, the construction of Luohanping reservoir and Shuifu Tongluoba reservoir has become very urgent. Through the communication and coordination of the provincial, municipal and county Party committees and governments, the Three Gorges company attaches great importance to this and decides to subsidize the construction funds of two reservoirs by 200 million yuan (including 130 million yuan for Luohanping reservoir and 70 million yuan for Tongluoba reservoir). This fund has objectively played a catalytic role in the project construction of the two reservoirs. Of course, this fund alone is not enough. Tongluoba reservoir construction is expected to invest 156 million yuan. In addition to the 70 million yuan subsidy from the Three Gorges company, the provincial finance has agreed to subsidize 60.03 million yuan, and the cities and counties need to raise 25.7223 million yuan by themselves.

Tongluoba reservoir is constructed by Zhaotong Yulong mechanization Co., Ltd. and Yunnan Construction Engineering Group Water Conservancy and hydropower Co., Ltd. (among them, Zhaotong Yulong mechanization Co., Ltd. mainly undertakes dam complex project).
