The site of the Russian conference is located in Gaoji village, Dala Township, 68 km southeast of Diebu County, Gansu Province. This area belongs to the Minshan gorge zone. The mountains overlap and block the North-South passage. Only the Dala River (called baozuo River in Sichuan) which originates in the north of Sichuan passes through the North-South of Minshan Mountain and connects Gansu and Sichuan, making dalagou one of the natural passages of Gansu and Sichuan.

In ancient times, military conscription was repeated. The Three Kingdoms, Wei and Shu, Tang, fan and Tuyuhun, and Kublai Khan's expedition to Yunnan in 1253 all took this path. In 1935, the world-famous Red Army traveled 25000 Li and held a very important "Russian conference" in Gaoji village, which made it a place name that can not be ignored in the history of Chinese revolution. The site was designated as a provincial cultural relics protection unit in 1981.

On September 12, 1935, the Chinese workers' and peasants' Red Army passed through Gaoji village. The Party Central Committee held an emergency enlarged meeting of the Political Bureau in the village. At the meeting, Mao Zedong made a report on the important strategic policies that determine the future and destiny of the Red Army, decided to set up the highest leadership core of the whole army composed of Mao Zedong, Zhou Enlai and other five people, and also adopted Peng Dehuai's proposal on downsizing the army, and decided to set up the Chinese workers' and peasants' army The meeting criticized Zhang Guotao's mistake in splitting the party and the Red Army and passed the "decision on Comrade Zhang Guotao's mistake". After the meeting, the Party Central Committee issued to the whole army the letter of informing comrades to implement the policy of going north. The Russian border meeting is of great significance to determine the strategic policy of the Red Army going north into Gansu, to overcome Zhang Guotao's mistake of splitting the party and the Red Army, and to successfully complete the long march of the Red Army.

The site of the Russian conference was properly protected by the local government. In 1993, Diebu county government allocated funds for maintenance. The site houses are typical wooden buildings with earth walls in Tibetan villages, with a total area of 238 square meters, a construction area of 102 square meters and a height of 6 meters. Among them, the Red Army headquarters covers an area of 69 square meters, and Mao Zedong's living room covers an area of 15 square meters. The exhibition room is 15 square meters.

On September 13-15, 1935, after the "Russian border conference", the workers' and peasants' Red Army led by Mao Zedong passed through wangzang, Diebu county. Mao Zedong issued an order to the Fourth Red Army regiment in cirina village, Southeast of the present wangzang township government, "seize Lazikou with a three-day journey.". A Tibetan style wooden building where Mao Zedong lived has also become one of the important revolutionary sites and has been protected by the local government and the masses.
