Li Fuchun was born on May 22, 1900 in Changsha, Hunan Province. He went to France to work and study in 1919. He joined the Communist Youth League of China in 1921. He joined the Communist Party of China in 1922 and was one of the leaders of the general branch of the Communist Party of China in Europe. In 1925, he returned to China to participate in the northern expedition. He served as the representative of the second army and director of the Political Department of the Northern Expedition army, member of the Jiangxi Provincial CPC Committee and Acting Secretary of the Provincial CPC Committee. After 1927, he successively served as the propaganda minister and Acting Secretary of Jiangsu provincial Party committee, the Secretary of Shanghai fanan district Party committee, and the propaganda minister and Acting Secretary of Guangdong provincial Party committee. In 1931, he served as secretary of Jiangxi provincial Party committee.
In 1934, he participated in the long march and served as deputy director of the General Political Department of the Red Army and political commissar of the third Red Army Corps. After arriving in Northern Shaanxi, he served as secretary of Shaanxi Gansu Ningxia provincial Party committee. During the Anti Japanese War, he successively served as Secretary General of the CPC Central Committee, Vice Minister of Organization Department, Minister of Finance and economy, and director of general office. During the war of liberation, he successively served as secretary of the Ximan branch of the CPC Central Committee, member and Deputy Secretary of the Standing Committee of the Northeast Bureau of the CPC Central Committee, vice chairman of the Northeast People's government, and deputy political commissar of the Northeast military region.
Previous positions
After the founding of the people's Republic of China, he successively served as deputy director of the finance and Economic Committee of the State Council, Minister of the Ministry of heavy industry, deputy director and director of the State Planning Commission, deputy director of the Scientific Planning Commission, vice premier of the State Council, director of the State Planning Commission, and director of the State Administration of industry. He is a member of the seventh to tenth Central Committee, Secretary of the Secretariat of the Eighth Central Committee, member of the Standing Committee of the Political Bureau, and a deputy to the second, third and fourth National People's Congress.
He died in Beijing on January 9, 1975 at the age of 75.

In January 2011, it was announced as a cultural relic protection unit of Hunan Province by the people's Government of Hunan Province. In July 2010, it was announced as a patriotic education base of Hunan Province by the Propaganda Department of Hunan provincial Party committee.
