In 1998, the second phase of the Three Gorges project started the battle of immigration. Fengdu county should complete 80% of the total immigration task within three years. The cadres and workers of the immigration bureau have been working hard in the front line for several years without holidays or rest days. The county immigration bureau took the lead in launching the "spring breeze action", which attracted the support of the county leaders and the positive response of the cadres and workers of the whole county. Individuals of the whole county spontaneously donated more than 1 million yuan to support the poor immigrant households, and some units donated money to build immigration welfare homes. In order to ensure the water storage and power generation of the Three Gorges Project in 2003, according to the requirements of the Three Gorges construction, the old county seat of Fengdu County was moved to the South Bank of the Yangtze River. As a result, in Fengdu, where the Yangtze River Bridge was not planned by the state, the local government decided to raise funds to build a Yangtze River Bridge on its own, so as to connect the two towns across the river, ensure the resettlement of the Three Gorges migrants and facilitate the interconnection of trunk roads. (Fengdu Yangtze River Bridge connects national highway "319" in the south, national highway "318" in the north, and three provincial highways. It is the only way for provincial highway S103 and S203.) At that time, due to the limited finance at the county level, in order to save construction funds, the bridge was located at Guanyintan, the narrowest upstream of the Yangtze river bed, which is more than 10 kilometers away from the production and living areas on both sides of the river. This makes it difficult for the bridge to play its role. The river crossing ferry still coexists with the bridge, making it a unique landscape. Therefore, Fengdu County has been calling for and considering the construction of the Second Yangtze River Bridge. However, no matter how many bridges are built on Fengdu Yangtze River, Fengdu Yangtze River Bridge has its unshakable position: it is the first bridge built by county financing on the Yangtze River, and it is also the one with the least investment and the fastest progress among all the Yangtze River bridges - it took only 85 million yuan and less than two years to create a miracle in the history of Yangtze River bridge construction
