The North Gate Tower of Fenghuang ancient city is located on the South Bank of Tuojiang River to the north of the ancient city, also known as "Bihui gate". It was first built in the Ming Dynasty. In 1556, Fenghuang Tucheng was transformed into a brick city, and four gates and towers including the north gate tower were opened. In 1715, the brick city was transformed into a stone city, and the north gate tower was named "Bihui gate", which has been preserved until now.

The north gate tower was built in the Ming Dynasty. In Yuan and Ming Dynasties, the ancient city of Phoenix was the place where the five stockaded villages were headed by the chief executive of the five stockaded villages. During the reign of Jiajing in Ming Dynasty, Zhengan general was moved from Mayang to garrison here. In 1556, Tucheng was transformed into a brick city with four gates and each covered with a building. In the Qing Dynasty, the military status of the ancient city became more and more important. Fenghuang hall, Zhengan zhenchen yuan Yongjing military station were set up here, and the construction of the ancient city was also strengthened. In 1715, the brick city was transformed into a stone city, and the north gate was named "bihuimen", which has been preserved to this day.
