Construction background
In 1995, at the successful closing of the third National City Games, the main responsible comrades of Jiangsu provincial Party committee and provincial government put forward to the leaders of the State Council and the responsible comrades of the State Sports Commission the wish that Jiangsu should host the National Games. In 1997, the 96th executive meeting of Jiangsu provincial government focused on sports work, and clearly put forward the goal of actively creating conditions for hosting the National Games and building a strong sports province.
In 2000, Jiangsu provincial Party committee and provincial government decided to build a new Nanjing Sports Center, and the Provincial Sports Bureau submitted a request to the State General Administration of sports to bid for the 10th National Games. In September of the same year, when Jiangsu hosted the 6th China Art Festival, provincial Party Secretary Hui Liangyu and provincial governor Ji Yunshi proposed to Vice Premier Li Lanqing, who was inspecting Jiangsu, asking the State Council to change the National Games It is suggested that Jiangsu should host the 10th National Games.
In January 2001, Jiangsu provincial government formally submitted a bid report to the State General Administration of sports. On April 20, five leading comrades of Jiangsu provincial Party committee and government made a special trip to express Jiangsu's strong desire and determination to bid for the 10th National Games to the leaders of the State General Administration of sports.
At the beginning of 2001, the general office of the State Council officially issued the "letter on canceling the restriction of the National Games to be held in turn by Beijing, Shanghai and Guangdong". This decision soon received a positive response from all provinces and cities in China. Liaoning, Jiangsu, Zhejiang, Hubei and Shaanxi officially put forward to bid for the 10th National Games within the bidding time stipulated by the State General Administration of sports. As this is the first time that China has adopted the form of bidding to select the organizer of the National Games, the competition is very fierce. Jiangsu, as a coastal province with developed economy, has made great achievements in reform and opening up, economic construction, and great progress in science and technology, education, culture and sports, all of which have provided strong support for the bid for the 10th National Games. However, due to the fact that the construction of the new sports center in Jiangsu has not officially started, the bidding situation of Jiangsu is very grim.
In the preparatory work of the 10th National Games, it is the most important to speed up the construction and transformation of sports venues, so as to provide good facilities for the 10th National Games. The 10th National Games hosted by Jiangsu not only surpasses the 9th National Games hosted by Guangdong in the total number of events, but also holds some winter events for the first time, which puts forward higher requirements for venue construction. In this context, in May 2001, Nanjing Olympic Sports Center project officially applied for approval.
On June 19, 2001, the State General Administration of sports held a "National Games working meeting" in the conference hall of Beijing Capital Gymnasium. The main topic of the meeting was to select the organizers of the 10th National Games. Liaoning, Jiangsu, Zhejiang, Hubei and Shaanxi provinces and cities participating in the bidding competition of the 10th National Games all sent their own bidding delegation. On July 12, 2001, the State Council confirmed that the 10th National Games in 2005 will be hosted by Jiangsu Province.
