Shanghai Changning folk culture center is located in Xinjing area, the "hometown of folk art" in Western Shanghai. It is located at 201 Tianshan West Road, adjacent to Shanghai Zoo and Hongqiao International Airport, and across the street from Beixinjing station of Metro Line 2.

The center is under the Cultural Bureau of Changning District, Shanghai, and is a state-owned institution with full funding. Its predecessor was Xinjing cultural center of Changning District, Shanghai, which was established in May 1991. In November 2004, with the approval of the district government, it was renamed as Changning folk culture center of Shanghai. It became the first institution in Shanghai to manage characteristic mass culture and the first theme cultural center named after folk culture in China.

The building area of the center is 6500 square meters, and the building area is 5000 square meters. There are movie theater, dance hall, pear garden, tea room, reading room, performance rehearsal hall, cultural exhibition hall and other activity positions, as well as haha mirror, Western mirror, folk Street miniature landscape and other recreational facilities. The museum regularly holds cross talk meetings, drama appreciation, folk rap, knowledge lectures, cultural salons and other literary and artistic activities. Over the years, with the mission of promoting national heritage, inheriting folk culture and developing folk art, the center has carried out work around the theme of inheriting and protecting national folk culture, established more than 20 folk art teams, including Lianxiang dance, shadow play, stilt, dragon dance and lion dance, and developed a street performance team of more than 800 people and a performance team of 100 folk artists Wu, organized and planned the Spring Festival, Lantern Festival, Dragon Boat Festival, Tanabata, Mid Autumn Festival, Laba and other folk traditional festival activities, and participated in the cultural co construction activities of communities and schools, and even introduced folk culture and folk art into foreign communities, opening a new window for displaying and publicizing the national cultural spirit.

As the leader of folk culture construction in Changning District, the center undertakes the important task of intangible cultural heritage protection in the region. In recent years, the center has excavated, sorted out and successfully applied for more than 20 municipal and district level intangible cultural heritage protection projects, including Jiangnan Silk and bamboo, Shanghai Opera, western suburb peasant painting, and French and Chinese Peony grafting techniques. In 2008, the center was named as the Intangible Cultural Heritage Inheritance base by the Municipal Bureau of culture and broadcasting. Today's Changning folk culture center is not only an image window to display folk art and folk style, but also a multi-functional entity unit to train folk art skills, continue national skills, study folk culture and incubate national culture industry.

"People's feelings are connected with ancient music, and vulgarization of Arts and humanities." For a long time, Changning folk culture center has been taking "sharing happiness with the people" as the program, taking "human world" as the grand purpose, "based on Shanghai, facing the whole country, and going to the world", striving to protect folk cultural treasures, inherit national cultural genes, and spread the spirit of Chinese culture.
