It is located in the north of Zhili (now Hebei) province. In the early Qing Dynasty, it was only a small village with dozens of families, called Rehe Shangying. In 1703, the Qing government built a summer resort here.

In the seventh year of Qianlong, it was restored to Chengde hall, and in the forty third year of Qianlong, it was changed to Chengde mansion. At this time, Chengde mansion had one state and five counties, namely pingquanzhou, Luanping, Fengning, Longhua, Chaoyang and Chifeng. In the 15th year of Jiaqing, Rehe Dutong Prefecture was established. At this time, Rehe Dutong Prefecture was incorporated into 16 banners of the East Second League of Inner Mongolia and one banner of xiletu Kulun Lama. Weichang hall was set up in the early years of Guangxu, Chaoyang County was promoted to Chaoyang Prefecture in the 30th year of Guangxu, and the remaining Weichang hall was subordinate to Xuanhua Prefecture. In the 33rd year of Guangxu, Chifeng county was upgraded to Chifeng Zhili Prefecture.
