On April 24, 2009, Qingdao municipal government formally submitted its bid to Shandong provincial government for hosting the 2014 World Horticultural Exposition. 2014 Qingdao World Horticultural Exposition planning and design expert review meeting was held in Qingdao on December 21, 2009, marking the successful completion of the international collection and review of the world horticultural exposition planning and design. Three kinds of planning and design schemes were awarded by the appraisal meeting, among which the scheme of turning the Expo and surrounding areas into modern service industry cluster area won the first prize. In order to make the 2014 Qingdao World Horticultural Expo a creative, distinctive and unforgettable event, Qingdao World Horticultural Expo Bureau and Qingdao Municipal Planning Bureau jointly solicited creative, distinctive and landscape integrated planning and design schemes from the world in September 2009.

The design scheme solicitation has been widely concerned by many first-class design teams at home and abroad. After expert qualification examination, five excellent design teams with exhibition planning and landscape planning experience were selected from 43 teams. After repeated argumentation and multi-party investigation, the five shortlisted design teams made their own highest level from highlighting concept innovation, reflecting the integration of mountain and city, focusing on industrial development and ecological protection.
