In 1909, Lin Hu, Huang Maolin, Li Weizhen and pastor Shi Chaoyu organized a church meeting and built a chapel in central. First of all, the small chapel of the governor's house was used as the Sunday worship, and then a building was built in cooperation with St. Paul's college. The upper floor is the chapel, and the lower floor is the classroom of the college. On October 28, 1911, the new hall was completed and opened.
In 1919, the Hong Kong government agreed to allocate land to expand the church. In 1928, St. Paul's church became a prefect of pastoral areas. In 1934, with the help of governor Ho Ming Wah, the Hong Kong government appropriated more land to lengthen the church by 40 feet, and built additional attics and Parsonage houses.
