The former site of the naval camp is located 4 kilometers north of Lushunkou District, Dalian City, on the right bank of the Longhe River. It used to be a naval camp in the Qing Dynasty, but the naval camp was abolished in the late Qing Dynasty and gradually developed into a residential village. During the war between Japan and Russia, the village of shuishiying was seriously damaged. Only one residence at 29 northwest Street remained intact. The reason was that when the Japanese army attacked Lushunkou, they chose this residence as the dressing house of the first division's health team, and later as the meeting address of the two army leaders. The Russo Japanese war for Chinese territory broke out in 1904 and ended with Russia's defeat. On January 5, 1905, naimuxidian, commander of the third army of the Japanese army, and stressel, commander of the Russian Lushun fortress, formally signed the letter of surrender of the Russian army. After the war, the Japanese Army bought the house from its owner as a permanent memorial to publicize the "war achievements" and built a monument. The base of the stele is cyan granite, the body of the stele is white marble, and the inscription "naval camp meeting station" is written on it. During the 40 years of Japanese rule in Lushun, the "naval camp meeting station" has always been one of the "traces of war". Now it has become a witness to the crimes of imperialist powers invading and dividing China by force.
