Built in the early years of the Republic of China, it was the meeting and office place of the congress at that time. The existing buildings include two two two-story buildings with front porches, namely, the parliament assembly hall, the round building, the former Renyi building and the Lizhi building. The assembly hall is a square, three stories high, with long and narrow halls on the East, West and south sides. Through the hall is the conference hall, the building appearance is very simple, all made of manual gray brick. On the outside of the conference hall, there are green brick fair faced walls, and on the inside, there are plastered pilasters and steel wood truss roofs. On January 31, 1949, Beiping was peacefully liberated. On February 4, the CPC Beiping Municipal Committee held a meeting of all underground party members in the assembly hall. More than 3000 people attended the meeting. It is now used by Xinhua news agency, and the building remains the same.

The former site of the assembly hall of the Republic of China is a cultural relic protection unit in Beijing. It is located in the north of Xuanwumen West Street. Built in the early years of the Republic of China, it was the meeting and office place of the congress at that time.
At the end of the Qing Dynasty, in order to prepare for the "constitutionalism", the Qing government set up a senior Council by virtue of the xiangfangqiao law school in Xuanwumen. After the Republic of China, the Senate was changed into the house of Representatives, and its east neighbor finance and business school was used as the office of the house of Representatives. After the Republic of China, in order to cope with the Congress held in April 1913, the national government built some simple buildings of the house of representatives at the finance and business school site, including I-shaped building, Renyi building, Lizhi building, xinzizhai, yuanlou and the assembly hall. The assembly hall is a square building, 2 stories high, with a construction area of 2100 square meters. One side is set with the speaker's seat, and the other three sides are surrounded by the hall and side hall. The seats on the first floor are arranged in fans, and the auditorium on the second floor is surrounded by three sides. Cao Kun's bribery of election took place here in 1923. On September 18, 1930, the northern branch of the left wing writers' League of China held its inaugural meeting here. On January 31, 1949, Beiping was peacefully liberated.
