Background of chamber of Commerce
During the Opium War in 1840, China fell into a semi colonial and semi feudal society. With the imperialist military invasion and cultural immersion, it is the forced import of goods. In the fierce "business war" between China and foreign countries, Chinese Chamber of Commerce came into being and rapidly developed into the most influential and vital social group in the late Qing Dynasty and the early Republic of China.
In 1895, Zheng Guanying, Kang Youwei and other patriotic gentry and business intellectuals who tried hard to reform set up chambers of Commerce. In 1896, Zhang Jian, the number one scholar in the late Qing Dynasty, the pioneer of China's early modernization, and the gentry and businessman in Nantong, wrote on the chamber of Commerce, which discussed the necessity, organization and function of establishing the chamber of Commerce. In the 24th year of Guangxu (1898), Emperor Guangxu issued an edict: "it is the right time to decide the state, decide the reform, and carry out the new deal.". It was ordered to "try to set up a commercial bureau, a chamber of Commerce and a publisher's newspaper".
In 1902, Shanghai Chamber of Commerce, the first chamber of Commerce in China, was founded. In the 29th year of the reign of Emperor Guangxu, the Qing government set up the Ministry of Commerce, which was responsible for the national business administration and promulgated the concise constitution of the chamber of Commerce. Subsequently, the Shanghai Commercial Conference Office was reorganized into the Shanghai Chamber of Commerce in accordance with the law, and Tianjin, Hankou, Fengtian, Xiamen and other commercial conference offices were also reorganized into the chamber of Commerce. In 1912, 45 local chambers of Commerce decided to establish the all China Federation of chambers of Commerce. In the third year of the Republic of China, the first National Chamber of Commerce Congress was held in Shanghai, and the all China Federation of industry and commerce was officially established.
