The Ministry of culture of the people's Republic of China is the highest organ of cultural administration in China. It is a functional department of the State Council, which administers the cultural and artistic undertakings of the whole country under the leadership of the State Council. The Ministry of culture of the people's Republic of China is an integral part of the State Council of the people's Republic of China in charge of cultural and artistic undertakings and one of the earliest government departments of the people's Republic of China.
In March 2018, according to the institutional reform plan of the State Council approved by the first session of the 13th National People's Congress, the Ministry of culture was established by integrating the responsibilities of the Ministry of culture.
Historical evolution
From September 1949 to September 1954, the Ministry of culture of the Central People's government was established, and the work of the Ministry of culture was guided by the culture and Education Committee of the Administrative Council.
From September 1954 to June 1970, it was established as the Ministry of culture of the people's Republic of China. The second office of the State Council assisted the premier to take charge of the work of the Ministry of culture. From June 1970 to January 1975, according to the plan for streamlining the structure of the State Council, the Ministry of culture was abolished and the culture group of the State Council was established. In January 1975, the cultural group was abolished and the Ministry of culture was established.
In 1982, the institutional reform of the State Council merged it with the Ministry of culture, the state Publishing Bureau, the State Administration of cultural relics, and the foreign language publishing and Distribution Bureau to establish the Ministry of culture of the people's Republic of China.
In June 1987, the administration of cultural relics of the Ministry of culture was changed into the State Administration of cultural relics, which is still under the leadership of the Ministry of culture. However, it exercises its functions and powers independently, and plans, finance and material distribution are listed separately.
In 1988, the State Council carried out institutional reform, merging the Ministry of culture, the foreign cultural Liaison Committee, the State Administration of publishing, the State Administration of cultural relics, and the foreign language publishing and Distribution Bureau to establish the Ministry of culture of the people's Republic of China. At present, there are general office, Department of policies and regulations, Department of planning and finance, Department of personnel, Department of art, Department of education and technology, Department of cultural market, Department of cultural industry, Department of social and cultural library, bureau of foreign cultural liaison (Department of cultural affairs of Hong Kong, Macao and Taiwan), Party committee of directly subordinate organs, bureau of retired cadres, bureau of organ service, etc.

Institutional responsibilities
The Ministry of culture of the people's Republic of China is one of the ministries and commissions of the State Council. Its main responsibilities are:
(1) To formulate cultural and artistic principles and policies and draft cultural and artistic laws and regulations.
(2) To formulate and organize the implementation of the development plan for cultural and artistic undertakings, and promote the reform of the system and mechanism in the field of culture and art.
(3) To guide and manage the cause of literature and art, to guide artistic creation and production, to promote the development of various kinds of art, and to manage major cultural activities nationwide.
(4) We should promote public cultural services in the field of culture and art, plan and guide the production of public cultural products, and guide the construction of national key cultural facilities and grass-roots cultural facilities.
(5) To formulate the development plan of the cultural and art industry, guide and coordinate the development of the cultural and art industry, and promote the exchange and cooperation of foreign cultural industries.
(6) To draw up plans for the protection of intangible cultural heritage, draft relevant laws and regulations, and organize the implementation of the protection of intangible cultural heritage and the inheritance and popularization of excellent national culture.
(7) To guide and manage social and cultural undertakings, and to guide libraries, cultural centers (stations) and grass-roots cultural construction.
(8) To formulate the development plan of the cultural market, guide the comprehensive law enforcement of the cultural market, be responsible for the industry supervision of cultural and artistic business activities, and guide the supervision of private institutions engaged in performing arts activities.
(9) To be responsible for the pre-approval of the online dissemination of literature and art products, the license management of Internet cafes and other online service business places, and the supervision of online game services (excluding the pre-approval of online publishing of online games).
(10) Draw up the development plan of animation and game industry and organize the implementation, guide and coordinate the development of animation and game industry.
(11) To draw up the development plan of culture, science and technology, supervise its implementation, and promote the construction of culture, science and technology information.
(12) To guide and manage foreign cultural exchanges and publicity, to organize and formulate policies for cultural exchanges with foreign countries and with Hong Kong, Macao and Taiwan, to guide the work of embassies (consulates) and cultural institutions stationed in Hong Kong and Macao, to sign Sino foreign cultural cooperation agreements on behalf of the state, and to organize and implement large-scale cultural exchange activities with foreign countries.
(13) To undertake other tasks assigned by the State Council.
