The West Kowloon Promenade is located on the southern waterfront of the new reclamation in West Kowloon, Hong Kong. After the completion of the West Kowloon reclamation project, the site remained empty. Like other abandoned official lands, they are also surrounded by barbed wire to prevent the public from entering.
As early as 2002-2003, some members of the public found the site and intruded into it through the barbed wire gap on the side of the Western tunnel (now the western entrance). Because it is located on the seashore and can watch the sunset, it is gradually popular among fishermen and photographers.
After that, the location is often introduced in online discussion areas and news groups. On the day of fireworks display, more and more people know how to watch fireworks there. However, as the place is official land, it is illegal to break into official land without permission. Therefore, when they watch fireworks, they often attract the police to drive them away.
In 2005, the government built a 600 metre long footpath and a 400 metre long promenade to provide public access through the link road from the entrance to the west end of Austin Road (now the east entrance).
In 2007, the government further extended the original promenade, extended the original wooden footpath northward to the new Yau Ma Tei typhoon shelter, built a West entrance, set up a bicycle park and provided bicycle rental facilities.

The West Kowloon Promenade is divided into East and West entrances. The east entrance is to the east of the administration building of the Kowloon toll plaza of the Western Harbour Crossing, the west end of Austin Road West, and the southwest of the Kowloon Station of the Hong Kong Metro. The west entrance is to the bus stop (towards Kowloon) of the toll plaza of the Western Harbour Crossing.
