Ni Tianzeng (1937-1992), whose ancestral home is Xitang Town, Jiashan County, is a former vice mayor of Shanghai. He has made great contributions to the construction of Shanghai. He is from Ningbo, Zhejiang Province. Graduated from Architecture Department of Tsinghua University. He has successively served as assistant technician of East China Industrial Architecture Design Institute, deputy director of the first design office of East China Industrial Architecture Design Institute, chief engineer of the fourth design office of Shanghai Industrial Architecture Design Institute, deputy chief architect of Shanghai Industrial Architecture Design Institute, and vice president of Shanghai Industrial Architecture Design Institute. In 1983, he became Vice Mayor of Shanghai. Ni Tianzeng is a deputy to the 7th and 8th Shanghai Municipal People's Congress and a deputy to the 5th Shanghai Municipal People's Congress. In order to solve the housing difficulties of Shanghai residents as soon as possible, he went to work site by site in the scorching sun and in the wind and rain. On the one hand, he coordinated. With the dawn and the fog gathering, he thought that the residents would have trouble crossing the river. He rushed to the Nanpu Bridge, which was not long open to traffic. When the fog cleared, he rushed to the office again. He only slept two hours that day.
At the beginning of 1992, a rare cold wave hit Shanghai, resulting in a large area of water pipe cracking. Ni Tianzeng personally commanded and organized the housing management department and public utility department to rush to repair day and night. Late at night, the wind was cold and the dripping water became ice. He came to the home of a resident in Kongjiang new village, Yangpu District. Stepping on the creaking bamboo ladder, he climbed up the roof, inspected the water tank's frost cracking, and expressed his sympathy to the repair workers

But who would have expected that vice mayor Ni lived a civilian life. After he became Vice Mayor, he still lived in a bungalow of less than 16 square meters in the old town of the southern urban area. The furnishings in the bungalow were the most common: the chest of drawers for the telephone was bought when he was married, the poor desk was full of books and materials, and there were few places to approve documents. The vice mayor's family, like its neighbors, has to empty the toilet and buy coal cakes. He doesn't know how to ride a yellow croaker. Every time he carries the coal cake home with a shoulder pole, the neighbors can't bear to see him as a scholar. They can't afford to help him, but he always has to do it himself.
Once a comrade in charge of the municipal construction committee came to him to report his work. He was bending over, wiping his face with one hand and adding coal cakes to the stove with iron pliers in the other. Looking at the skillful action of the vice mayor in waiting on the coal stove, the responsible comrade of the Municipal Construction Committee was speechless for a long time. Afterwards, the responsible comrade advised Ni Tianzeng to say: "vice mayor, give yourself a batch of liquefied gas! If you find it inconvenient, I will implement it. Two years later, Ni Tianzeng's family moved to room 4002, No. 9, Lane 100, Kangping Road, which is still a not spacious three room one living room residence. Most of the common paint, wall, floor and furniture were moved from the old house. The color sample is not matched and the quality is not matched. A pair of light yellow leatherette sofas in the bedroom have cracked in some places, revealing the sponges inside, and the springs are broken, so they can't spring up. This pair of sofas is also for the reception of visitors at work. He only bought them for 40 yuan. The room is simple and there is no air conditioning. In hot summer, he often wears shorts and sweats under the lamp to read documents; in cold winter, he often shivers because of the cold, so he has to wrap a blanket on his leg to keep warm. Sometimes he just stands up and jumps and stomps on the concrete floor. Some people who came to his home for the first time were surprised: "this is the vice mayor's home!" But he always thinks that compared with the general public, it is good enough.
During nearly ten years as vice mayor, Ni Tianzeng was in charge of urban and rural planning, urban construction management, disaster prevention, etc. "Ten years of devotion to macroscopical affairs, young silk turns white in the prime of life." Looking back on the course of nearly ten years, Shanghai's River sewage, Shanghai station, international terminal building, subway, Nanpu Bridge and Yangpu Bridge, the housing reform measures of the whole city, the construction of 208 km flood prevention wall and Wusong Road sluice bridge, the housing measures of the whole city, the planning and formulation of coal gasification development, and the short-term and long-term planning of Pudong New Area's opening up and development. Due to years of overwork, Ni tianzengyin was ill. Unfortunately, at 11:45 a.m. on June 7, 1992, he died of acute myocardial infarction during his official activities in Beijing Central School. He was 54 years old. In memory of Tianzeng's achievements, on the first anniversary of his death, Shanghai leaders supported the publication of people's public servant Ni Tianzeng.
