Concept presentation
The proposal of "Southern new town of Zhoushan" originated from Shen Ludi's "strategic concept of urban layout of Zhoushan archipelago New District in Zhejiang Province under archipelago pattern". In the plan, it is proposed that "the Southern new town of Zhoushan can be set up in Liuheng block, and there will be only one water supply in the construction
The island of Xuanshan, which is separated by the sea, is included. After the improvement of traffic conditions, the urban area further extended to the south of Xiashi. The establishment of the Southern new town of Zhoushan, which is closely linked to the coastal new town of Ningbo, will enable Zhoushan and Ningbo to achieve mutual benefit and win-win results, jointly enhance the level of urbanization in this area, and enhance the urban competitiveness of this area. This will also enable Zhoushan to get the help and support of Ningbo's brother cities in the construction of this area. At the same time, the establishment of the "Southern new town of Zhoushan" will greatly change the urban pattern of Zhoushan, increase the weight of the southern part of Zhoushan Archipelago, and enhance the southward radiation of Zhoushan. " It is reported that the strategic concept of urban layout of Zhoushan archipelago New Area in Zhejiang Province under archipelago pattern was submitted to the provincial planning department in November 2011.

Island overview
The two ends of the island are towering, and the middle is slightly flat. The highest peak is Shuangdingshan in the west, with an altitude of 299 meters; the second peak is paotaigang in the East, with an altitude of 280 meters. Liuheng town governs 9 communities, 45 administrative villages and has a permanent resident population of 100000. It is the largest town in Zhoushan. In the middle of the 16th century, it was the earliest maritime free trade port in China and the most prosperous one in East Asia. In recent years, Liuheng has grasped the favorable opportunities of Zhejiang Province's construction of a strong marine economy and the integration of Ningbo and Zhoushan port, comprehensively implemented the strategy of "prospering the island with port", vigorously developed the marine economy, and initially formed four industrial blocks, namely ship building, port logistics, port petrochemical and marine tourism. Among them, Zhoushan (China) shipbuilding industry city, with Zhoushan COSCO Shipping Engineering Co., Ltd. as the core, has a scale and will strive to develop into a world-class ship repair and construction base. Liuheng people are determined to build Liuheng into a new port city with the goal of building an international and modern port livable city under the encouragement of Liuheng spirit of "advocating culture and justice, striving for excellence and strength".
