In 1991, in order to commemorate the 50th anniversary of the founding of the park, funds were allocated to build a memorial to Japanese friend jinyebo, a sculpture of the Eighth Route Army jumping horse, the mausoleum of general Fu Zhuting, and the gate of the mausoleum. The cemetery now covers an area of 600 mu and is built on the mountain, which is divided into tomb area and cemetery. There are 751 tombs in the tomb area, where the loyal bones of more than 800 martyrs are buried, and 3576 martyrs' names are engraved on the tombstone. There are 8 slope sections and 363 steps in the cemetery. Starting from the third slope section, there is a tomb for the martyrs of the xiaoshadong naval battle, 8.4 meters high, with a triple stele in front of it. In the East stele, Comrade Chen Yi wrote the inscription of "great spirit forever"; in the West stele, Comrade Chen Shigui wrote the inscription of "heroic spirit forever"; in the middle stele, 16 martyrs, such as Peng Xiong and Tian Shouyao, were buried. On the fourth slope, there is a conical Memorial Tower of Polish journalist Hans Xibai, 5.1 meters high, with inscriptions by Luo Ronghuan, then commander and political commissar of Shandong military region, Li Yu, deputy political commissar, and Xiao Hua, director of the political department. On the fifth slope, there is a six corner Pavilion style building built of gray granite, the tomb of Fu Zhuting, a famous Anti Japanese general of the Eighth Route Army (political commissar of the 2nd brigade of the 115th division of the Eighth Route Army and political commissar of the Binhai military region). The tomb is 5.2 meters high, with a colored bronze statue of Fu Zhuting inlaid on the front. The bronze statue is cast by melting more than 30 kg bullet casings, with Luo Ronghuan, Li Yu, Xiao Hua on both sides, and Xie Hui, the former Commissioner of the Binhai Region He also chose the site for the construction of the cemetery. Unexpectedly, on November 26, 1943, he died bravely in the enemy's revenge for "mopping up". He was only 31 years old and his remains were buried in the cemetery. On the front is an inscription presented by the Shandong Provincial provisional Council. The base of the tower is five sides, and each side is inlaid with steles recording the heroic names and achievements of the martyrs. The seventh slope section is the memorial hall for anti Japanese martyrs, which is a 193.5 square meter one story building. When the memorial tower was about to be completed, the Political Department of the 2nd brigade was instructed to find a list of martyrs in the file box. In order to keep the martyrs' names from being forgotten, it decided to continue the construction of the memorial hall for anti Japanese martyrs. It started in August 1942 and was completed on July 7, 1943. Many precious historical materials of the Anti Japanese war were displayed in the hall. In front of the memorial hall is the memorial hall A square cone commemorative column, 4.15 meters high, was erected by the second brigade of the 115th division of the Eighth Route Army at that time. In commemoration of the 60th anniversary of the victory of the Anti Japanese War and the 60th anniversary of the establishment of the Anti Japanese mountain martyrs cemetery, the county government invited experts from the Department of architecture of Southeast University to carry out the overall design for the reconstruction of the cemetery. The cemetery was announced as the third batch of cultural relics protection units in Jiangsu Province in March 1982. In August 1989, it was announced as the second batch of national key martyr memorial building protection units.

On September 28, 2016, the Anti Japanese mountain scenic spot was reduced to national AAA scenic spot due to inconvenient transportation, disordered parking management, incomplete functional facilities of tourist center, dirty toilet and overall sanitary environment, inadequate safety inspection, slow construction of smart scenic spot, lack of characteristics of tourism commodities, poor implementation of key rectification work and imperfect daily management mechanism. On December 5, the National Tourism Administration announced that the Anti Japanese mountain scenic spot was delisted.

From July 1941, the second brigade of the 115th division of the Eighth Route Army built the cemetery on the original Ma'anshan. On July 7, 1944, the cemetery was initially built. There are 1486 tombs of martyrs, where more than 1626 martyrs are buried. Nine large-scale monuments are engraved with the British names of 3576 martyrs. The cemetery is divided into eight slope sections. Each slope section has different styles of memorial buildings. 363 stone steps lead to the eighth slope section of the peak. The first slope of the Anti Japanese mountain martyrs cemetery is a large-scale assembly square paved with granite blocks, with a total area of more than 3000 square meters, which can accommodate nearly 10000 people to carry out various types of commemorative activities at one time.
The second slope of the cemetery is the memorial hall of revolutionary martyrs in the West and the stele Gallery in the East. The memorial hall of revolutionary martyrs was built in November 1973, with an original building area of 795 square meters. In 2001, it was renewed to 450 square meters, with a total area of 1245 square meters. There are four exhibition halls with an area of 1160 square meters. To the east of the second slope section of the cemetery is a stele gallery with a construction area of 1400 square meters and Ming and Qing architectural style. It is inlaid with more than 200 polished and engraved poems and Ci poems written by leaders and celebrities at all levels in memory of the Anti Japanese martyrs with a height of 2 meters and a width of 0.6 meters of black granite.
Xiaoshadong sea battle martyrs' grave
Xiaoshadong sea battle martyr tomb is located in the third slope of the cemetery. On March 17, 1943, a group of 51 cadres above the third division of the New Fourth Army, led by Peng Xiong, chief of staff of the third division and Tian Shouyao, commander of the eighth brigade, set out from Yanfu District of Northern Jiangsu Province by boat, planned to land at zhewangkou, Ganyu County, and then go to Yan'an to study by land. When the boat reached the east of Xiaosha village in Ganyu County, it met the Japanese patrol boats and fought, killing dozens of people on both sides. Later, the cadre team landed successfully under the support of our coastal police corps and local military and civilian forces. There were 16 soldiers killed in the battle, including Peng Xiong, chief of staff of the third division, Tian Shouyao, chief of the eighth brigade, and his wife; Wu Yi, director of the Political Department of the regiment, Zhang Youlai, and Cao Yun, chief of the military practice section. In front of the tombstone of the martyr's tomb, there are two inscriptions written by Marshal Chen Yi and General Chen Shigui respectively, which are "great spirit forever" and "heroic spirit forever".
Hans EBER Memorial and jinyebo Memorial
The Hans EBER Memorial and the jinyebo memorial are on the fourth slope of the cemetery. Hans EBER (1897-1941), member of the Central Committee of the German Communist Party, is a famous writer and journalist of the Pacific international society. He went to China twice in 1925 and 1932 to advocate the establishment of an anti aggression front. After the outbreak of the comprehensive anti Japanese War, he published reports on China's Anti Japanese War and raised money to buy drugs to support the New Fourth Army. In 1938, he went to Yan'an for an interview and was received by Chairman Mao Zedong. In 1939, he went to the military headquarters of the New Fourth Army and met with Ye Ting, Liu Shaoqi, Chen Yi and other leaders of the New Fourth Army. He wrote a lot of articles and reported the heroic deeds of the Eighth Route Army and the New Fourth Army to the whole world. In September 1941, he arrived in Shandong coastal area and met with Luo Ronghuan, Zhu Rui, Li Yu and other leaders and interviewed them with the army. He was in Beijing on November 30 Daqingshan, Yinan County, died a martyr.
