Hebei Energy vocational and technical college is a Provincial Higher Vocational College approved by Hebei provincial government. Relying on enterprises, Hebei Energy vocational and technical college has a long history and profound vocational education. The vocational and technical education held in Kailuan can be traced back to the "mining coal quality testing school" held by Kaiping Mining Co., Ltd. in 1881, which has become one of the sources of Vocational Education in China. In 1896, "Shanhaiguan Beiyang railway official school" was founded. In 1906, the school was changed into "railway and mining school", becoming one of the earliest institutions of higher education in China. In 1910, Beiyang luanzhou government Mining Co., Ltd. founded the "mining school". In 1921, Kailuan General Administration of mining was established. In 1937, Kailuan Public Servant Training Institute was formally established. In 1927, senior nurse vocational school was established. The above-mentioned educational entities make the college bear the history of Kailuan vocational education for a hundred years and become the predecessor of many domestic colleges and universities. In October 1952, "Kailuan coal mine drilling school" was established, which is the predecessor of Kailuan Coal Mine Technical School and Kailuan coal mine school. At the end of 1971, Kailuan Coal Mine planned to build "Kailuan University", and in May 1972, "Kailuan University" was officially established. In October 1980, "Kailuan University" was approved by the provincial government and put on record by the Ministry of education in August 1982. It was renamed "Kailuan Mining Bureau staff University" and became a staff college for national coal system enrollment. In 1986, the staff University of Kailuan Mining Bureau was assigned to the Ministry of coal. In July 2000, the staff University of Kailuan Mining Bureau was transformed into Hebei Energy vocational and technical college with the approval of Hebei provincial government.

Hebei Energy vocational and technical college covers an area of 280000 square meters, with a building area of 180000 square meters, including 140000 square meters of school buildings. The college has a strong teaching staff, with a total of 493 staff, including 285 full-time teachers, 132 with senior titles or above, accounting for 46% of full-time teachers, and more than 61% of "double quality" teachers.
