LAN Tingzhen
LAN Tingzhen (1663-1729), a famous general of Taiwan administration, was born in Huxi, Zhangpu County. In the 34th year of Kangxi's reign, he served as commander-in-chief of Dinghai camp in Zhejiang Province. In the 44th year, he was promoted to guerrilla camp in Wenzhou town. In the 58th year, he was promoted to Deputy General of Penghu and commander in chief of Nan'ao. In the 60th year, he wrote a letter to himself and went to Taiwan to fight against Zhu Yigui's volunteers. After the establishment of the platform, LAN Tingzhen was ordered to stay in Taiwan for three years. During this period, LAN Tingzhen put forward a series of far sighted suggestions and measures for Taiwan's governance and development, which had a far-reaching impact on Taiwan's historical development, and showed his political vision and political ability on issues related to China's territory, thus determining his position in Taiwan's history.
Life

In the early Qing Dynasty, a large number of mountainous areas in Taiwan were undeveloped. After the unification of Taiwan by the Qing government, the status of Taiwan has not been fully recognized by the rulers. In the imperial court, there was a dispute over the issue of Taiwan's abandonment. Some Xu Chaochen advocated "guarding pengqu to Taiwan", which was strongly opposed by Shi Lang and other officials. After argument, the Qing government decided to set up Taiwan government, which was subordinate to Fujian Province. However, there are still different views on the issue of Taiwan governance. After the situation in Taiwan was calmed down, the governor of Fujian and Zhejiang, manbao, on the ground that the mountainous areas were difficult to be controlled, classified the mountainous areas as "abandoned land" and issued a proclamation to demarcate the immigrants and forbid them to enter or leave. LAN Tingzhen firmly opposes this. He wrote to manbao again and again, and strongly advocated the active development of mountains. He said: "if there is no bandit in a man, he will be docile if he is educated; if there is no beauty or evil in the land, he will be good if he is a manager. It's not like adding troops to set up defenses, listening to extensive reclamation, having all the advantages of land, manpower, parrots chirping and dogs barking. Though there are thieves in the mountains, there will be no place to catch and escape. Why stop eating because you're choking? It's a long way to go When it comes to the malpractice of "delimiting the boundary along the mountain and forbidding entry and exit", LAN Tingzhen is even more sentimental. He enumerates six points to be considered and calls for not abandoning an inch of Taiwan's land. He said: "at the beginning of the country, prefectures and counties were set up, and their jurisdiction was no more than 100 li. It was not 40 years since the order was made. However, the land was reclaimed and moved by many people, with a vast expanse of more than 2000 Li. In another 40 or 50 years, even if you can't get to the back of the mountain, it will be a beautiful land and a beautiful house LAN Tingzhen's opinions and suggestions were adopted by the Manchurian people's government, and the plan of demarcating and relocating people was cancelled. In the first year of Yongzheng Dynasty, Taiwan added Changhua County, Danshui department and Penghu department.
In the 61st year of Kangxi's reign (1722), the imperial court, in view of its campaign against the Zheng regime and Zhu Yigui's rebel army, first stationed in Penghu and then in Taiwan, proposed to move the Taiwan general officer to Penghu and set up only land Deputy generals in Taiwan. As soon as Taiwan is gone, Zhangzhou and Quanzhou are the first to suffer, while Fujian, Zhejiang, Jiangsu and Guangzhou are all restless. Tingzhen had no knowledge. She thought that this land could not be entrusted. If she followed the Ministry's advice, she would be wrongly granted the frontier. "The Qing government thought that Lan Tingzhen's" language could be used in many ways ", and cancelled the discussion of moving the general army. In the early Qing Dynasty, Taiwan was not peaceful and its public order was chaotic. LAN Tingzhen's governance measures are: implementing the Baojia system to strengthen the construction of township government; implementing the League training system to strengthen the defense construction. In Taiwan, Fengshan, Zhuluo and other counties, he set up four Township generals and 26 Township heads. The head of the township is a person with good conduct, ability, diligence and wealth. Each village is equipped with a few soldiers for the service of running envoys. If there is a burglar in one family, they will be intercepted and captured together. The president of Daxiang governs several township heads and is responsible for supervision. If the head of a township neglects his duty, he will be punished if he does not report it. If the head of the township can not solve the case three times, he will be dismissed. If he has no fault for three years, he will be promoted. In terms of defense, Taiwan, Fengshan and Zhuluo have each compiled and trained five hundred strong townships, and county officials have inspected and trained three hundred strong townships. Social contribution
LAN Tingzhen also personally organized the reclamation of wasteland and the development of production. He led the officers and soldiers to reclaim the "lanxingbao" (Taiping Township, Daya Township, niaori Township and Taichung urban area in Taichung County today), becoming one of the earliest and largest official reclamation projects in the history of Taiwan's development. And LAN Tingzhen was rewarded by the imperial court 24 times in her life. Yongzheng first year (1723) was promoted to Fujian Navy Tidu, Jiazuo Dudu. In the second year of Yongzheng, Emperor Yongzheng gave him a visit to Malanyu. Yongzheng died in Rensuo in the seventh year. Therefore, he later presented Shaobao, the crown prince, with the posthumous title of "Xiangyi". His son, LAN RI Chong, was a general of the Tongshan camp and sun Lan Yuan Mei, who served as the commander in chief of the Taiwan town and the governor of Jiangnan.
