After that, Emperor Qianlong praised him for his incorruptness and ordered him to compile Sikuquanshu, which was awarded as the editor of Hanlin Academy. After the completion of Sikuquanshu, sun Shiyi was promoted to Shaoqing of Taichang temple.
After that, sun Shiyi returned to Shandong as a political envoy and was promoted to governor of Guangxi, and soon moved to Guangdong. When he first arrived in Guangdong, sun Shiyi went to Shangshu and said, "Guangdong is a province with crisscross oceans, so it's easy to hide bandits. The only way to be a good local official is to keep oneself clean, strictly restrain the subordinates, and dare not follow the rules and conceal the ornaments. " Emperor Qianlong ordered him to follow the style of Li Hu, governor of Guangdong Province. Li Hu was appreciated by his superiors for his vigorous and resolute behavior.
Governor of Guangdong and Guangdong
Soon sun Shiyi acted as governor of Guangdong and Guangxi. Fu kang'an, the governor of Shaanxi and Gansu, proposed military training to the Qing government, and Emperor Qianlong ordered Yunnan, Guizhou, Sichuan, Guangdong, Guangdong and Fujian provinces to follow suit. Sun Shiyi invited 28532 sailors and Marines from Guangdong and 11296 soldiers from Guangxi to train them. They were trained with excellent personnel and skilled skills. They were ordered to supervise, pacify, promote and supervise all localities. They also made strict regulations to get rid of years of accumulated learning. Emperor Qianlong issued an edict saying, "these things can be carried out slowly, but they must be done well." Soon he returned to the office of governor.
There are many unpaid taxes in Guangdong, some of which are reported to the higher authorities, some of which are paid with their own private property, but most of the local people refuse to pay taxes. After sun Shiyi made a detailed inventory, he sent officials to the counties and prefectures with the most tax arrears to conduct an inventory according to the local accounts. The officials who pay in advance with their private property shall be compensated with the money obtained from the inventory. Emperor Qianlong praised his talent. " His proposals were carried out with the approval of the court.
In 1787, Lin shuangwen launched an uprising in Taiwan, and sun Shiyi personally went to Chaozhou to be on guard. After the army set out, sun Shiyi sent troops to help suppress, and immediately dealt with cattle and horse feed and equipment. The Qing government granted him the title of crown prince and Taibao, double eyes Hualing and first-class light truck Duwei.
Annam
In 1788, after Taiwan was pacified, the image of sun Shiyi was hung in Ziguangge. Li weiqi, king of Annan, was expelled by his son Ruan Hui. Under the protection of Ruan huisu and Li Jiong, his wife, mother, Prince and more than 200 members of his clan boarded a boat from Gaoping mansion and fled to douaoai, Longzhou, Taiping mansion, Guangxi, to seek help from the river. They risked their lives and waded into the water to the north bank. After sun Shiyi knew about it, he went to Longzhou to defend zhennanguan. Emperor Qianlong praised him for knowing the importance and the general situation. He ordered him to lead his troops from Guangxi to Annam, and sent wudajing, the governor of Yunnan, to advance from Mengzi to Annam.
Ruan Hui sent troops to shouchangjiang to resist the Qing army, and stationed in Jiaguan. After sun Shiyi led the army to arrive, he defeated the army sent by Ruan Hui. The Qing army successfully crossed shouchang River and then entered Shiqiu river. Ruan Hui was unprepared. On the surface, sun Shiyi ordered to build a floating bridge in the lower reaches of Shiqiu River, pretending to cross the river. In fact, he secretly sent General Zhang Chaolong to cross the river from the upper reaches to attack the rear of Annan's army, which was in chaos. Sun Shiyi led his troops across the river on a raft, and Annan's troops left in a panic. Sun Shiyi led his troops to attack, and many Annan soldiers fell into the river and drowned. Zhang Chun, a guerrilla of the Qing army, also defeated Ruan Hui's garrison in Jiaguan, and vice general Qingcheng and others ambushed Ruan Hui's Ministry. The Qing army entered the Fuliang river again, and the South Bank of the river was Licheng. Ruan Hui ordered all the warships to be collected and stopped on the south bank. Sun Shiyi's soldiers used rafts to cross the river. They ordered the Governor Xu Shiheng to lead 200 people to cross the river at night and captured dozens of boats owned by Ruan Hui. The Qing army crossed the river in turn. At dawn, more than 2000 Qing troops crossed the river. Ruan Hui's army fled in a hurry by boat. Zhang Chun led the army to catch up with him, burned his ship and annihilated the Annam army. Taking the opportunity to attack Licheng, Ruan Hui lost Fuchun. When Li Weiqi arrived in the army, sun Shiyi granted him the title of King Annan according to Emperor Qianlong's will. After hearing the news of the victory, the Qing court granted sun Shiyi the first-class Duke of Mou Yong and a ruby crown. Sun Shiyi's resignation was forbidden by the imperial court. The pontoon was cut off, and Xu Shiheng, the governor, and others were killed. When sun Shiyi's troops returned to zhennanguan, Li weiqi and his wife and children arrived and settled them in Nanning. Emperor Qianlong thought that sun Shiyi's disobeying the imperial edict was the cause of the rebellion, so he removed his title, withdrew his Ruby crown and double eyes plume, relieved the governor, and let Fu kang'an replace him. When Ruan Hui pursued the Qing army to Fuliang River, sun Shiyi wanted to cross the river again to fight against it. Xu Shiheng strongly admonished him that it would hurt the face of the ministers of the great power and let Qian Zong Xue Zhong withdraw by holding his reins. So he was impeached, and the Qing court ordered him to stay in zhennanguan. Soon Ruan Hui sent envoys to Korea to ask for the attachment. When Fu kang'an arrived, he and sun Shiyi severely denounced Ruan Hui's envoys. However, sun Shiyi also thought that Li Weiqi could not be supported, so it was better to canonize Ruan Hui as king of Annan, which Emperor Qianlong thought was feasible. Soon after, he called sun Shiyi back to the capital and gave him the title of minister of the Ministry of war, as Minister of military aircraft, and entered Zhinan study. In the winter of the same year, he was ordered to act as governor of Sichuan. After a year, he was relieved of his post. Soon after, Shulin, the governor of Liangjiang, was punished for using fake seals to collect tax money. The Qing government replaced him with sun Shiyi and asked him to work hard in Jiangnan.

Sun Shiyi came out of the archery furnace and was stationed in chamudo. When the Qing army entered houzang, he personally arrived in qianzang to supervise the transportation of wages and silver. Because of his ability in handling affairs, the Qing government once again rewarded him with double eyes.

He also negotiated with fukang'an and Helin stationed in qianzang to deal with the aftermath. Fukang'an led Jinchuan Chieftain to Emperor Qianlong and ordered sun Shiyi to act as governor of Sichuan. Fukang'an soon moved to be governor of Yunnan and Guizhou, and Helin replaced fukang'an. Emperor Qianlong ordered sun Shiyi to stay in Sichuan to manage the military supplies of the Qing army in the battle of Gurkha. Sun Shiyi kept Fu kang'an and He Lin in office, but Emperor Qianlong did not allow them.
